Main Purpose of Job
We are seeking an experienced and hands-on Offshore Superintendent to take overall operational responsibility for the safe, efficient and timely execution of vessel and offshore project activities.
The Offshore Superintendent will act as the principal operational interface between the company, vessel Master and crew, Ship Management Company, appointed Port Agent, clients, offshore teams, contractors, vendors and relevant authorities.
The role covers integrated vessel operations, marine agency coordination, ship management coordination, port calls, mobilisation and demobilisation, offshore logistics, HSE compliance, documentation and project execution.
The appointed Port Agent will be responsible for statutory port-agency functions and formal clearance submissions. The Offshore Superintendent will maintain operational oversight and accountability to ensure all port, vessel, technical, logistical and project requirements are properly coordinated, followed up and completed within the required timeframe.
The successful candidate should be comfortable working in a dynamic offshore environment, managing multiple stakeholders and taking ownership of operational issues from planning through to completion.
Key Responsibilities
Overall Offshore & Vessel Operations
- Take operational ownership for the safe, efficient and timely execution of vessel and offshore project activities.
- Plan, coordinate and monitor vessel mobilisation, demobilisation, port calls and offshore operations.
- Monitor vessel movements, operational schedules, cargo activities, crew changes and offshore logistics.
- Coordinate with vessel Masters, offshore personnel, clients, Ship Management, Port Agents, contractors, vendors and marine service providers.
- Monitor operational readiness and identify potential constraints that may affect safety, schedule, cost or project execution.
- Take timely corrective action and escalate significant operational issues to management.
- Ensure effective handover and continuity of information between vessel, shore-based teams and project stakeholders.
- Integrated Marine Agency & Ship Management Coordination
- Act as the principal operational coordination point between the vessel, Port Agent, Ship Management Company, client and project team.
- Integrate marine-agency and ship-management activities to ensure smooth vessel operations from arrival through departure.
- Coordinate with the Ship Manager on vessel readiness, technical support, maintenance, repairs, spares, stores, statutory/class documentation and other shore-based requirements.
- Coordinate with the Port Agent on port-call arrangements, clearance formalities, immigration, customs, pilotage, tug services, berth/anchorage and other port services.
- Ensure the Port Agent and Ship Management team are aligned with vessel schedules, project requirements and operational priorities.
- Monitor outstanding actions between the vessel, Port Agent and Ship Manager and ensure timely closure.
- Coordinate service engineers, technicians, contractors and specialist support during port calls where required.
- Support coordination of repairs and maintenance during port stays while minimising vessel downtime.
- Monitor the availability and validity of vessel certificates, statutory documents, class requirements, insurance documents and other operational records in coordination with the Ship Manager.
- Coordinate crew changes, crew travel, accommodation, medical requirements and related logistics with the Ship Manager and Port Agent, where applicable.
- Coordinate bunkering, fresh water, provisions, stores, waste disposal, spare parts and other vessel services.
- Monitor marine-agency and ship-management service performance and escalate unresolved issues.
- Maintain an integrated vessel operational tracker covering port call, agency, technical, crew, logistics, HSE and project requirements.
Port Call & Port Agency Oversight
- Manage the day-to-day operational interface with the appointed Port Agent.
- Provide the Port Agent with vessel, project and operational requirements and ensure timely follow-up.
- Monitor vessel ETA/ETD, berth or anchorage arrangements, pilotage, tug services and other port requirements.
- Monitor the status of arrival and departure formalities and ensure outstanding requirements are identified and closed out.
- Ensure the Port Agent progresses required port notifications, declarations, clearance documentation and regulatory submissions within the required timelines.
- Coordinate with the Master and Port Agent to ensure vessel readiness for arrival, port activities and departure.
- Review port-call documentation and maintain an appropriate operational record and audit trail.
- Follow up on delays, discrepancies, documentation gaps or non-compliance that may affect vessel operations.
- Review port-agency services, marine services and associated operational costs against project requirements.
Day-to-Day Vessel Port Call Management
Before Vessel Arrival
- Review vessel ETA and port-call requirements.
- Confirm vessel readiness with the Master and Ship Manager.
- Confirm port arrangements and clearance requirements with the Port Agent.
- Ensure required vessel, crew, cargo and project information is available to the relevant parties.
- Identify technical, maintenance, repair, crew, stores and logistical requirements to be completed during the port call.
- Coordinate service engineers, technicians, contractors, spares and other resources where required.
- Establish a port-call action list with clear responsibilities and deadlines.
- Identify potential operational constraints and delays before vessel arrival.
During Port Stay
- Monitor vessel status and operational activities.
- Coordinate with the Master, Port Agent, Ship Manager, client and project team.
- Monitor cargo operations, crew changes, bunkering, stores, waste disposal, repairs, maintenance and other port services.
- Coordinate technical attendance and shore-based support.
- Monitor progress against the port-call schedule.
- Resolve operational conflicts between project, vessel, agency and technical requirements.
- Monitor port delays, operational restrictions, additional services and potential cost exposure.
- Escalate matters that may affect safety, vessel readiness, schedule or project execution.
Before Departure
- Confirm completion of planned port, technical, crew and project activities.
- Confirm with the Ship Manager that outstanding technical or statutory matters have been appropriately addressed.
- Obtain confirmation from the Port Agent that required departure formalities and port arrangements are completed.
- Confirm vessel readiness with the Master.
- Ensure pilotage, tug and other departure services are arranged.
- Review outstanding actions and ensure proper handover before departure.
- Record actual departure time, delays, deviations and significant operational events.
Offshore Logistics & Project Execution
- Lead and coordinate offshore mobilisation and demobilisation activities.
- Ensure personnel, cargo, equipment, materials and documentation are available as required.
- Coordinate marine and offshore logistics in accordance with project schedules.
- Coordinate procurement and marine/offshore service requirements.
- Monitor vessel and project schedules and identify potential delays.
- Develop practical recovery actions to minimise schedule impact.
- Minimise vessel standby time, operational downtime and avoidable project costs.
- Support project management in achieving operational, commercial and contractual objectives.
- Ensure effective coordination between offshore operations and shore-based project support.
- HSE, Marine & Regulatory Compliance
- Promote and maintain a strong HSE and marine safety culture across all operations.
- Ensure activities are performed in accordance with company, client, marine and applicable regulatory requirements.
- Ensure appropriate risk assessments, JSA/JHA, method statements, permits and operational controls are implemented where required.
- Monitor compliance during vessel and offshore activities.
- Intervene and escalate where unsafe or non-compliant activities are identified.
- Support investigation and close-out of incidents, near misses and non-conformities.
- Monitor corrective and preventive actions through to completion.
- Maintain awareness of applicable marine, port and offshore regulatory requirements.
- Client & Stakeholder Management
- Act as a key operational contact for clients and project stakeholders.
- Maintain effective communication with vessel Masters, Ship Managers, Port Agents, offshore crews, vendors and contractors.
- Provide timely operational updates, status reports, risk assessments and recommendations.
- Coordinate multiple stakeholders to ensure smooth execution of vessel and offshore activities.
- Build effective working relationships with clients, authorities, service providers and project partners.
- Represent the company's operational interests professionally and effectively.
- Reporting, Documentation & Cost Control
- Prepare and maintain daily vessel and offshore operational reports.
- Maintain vessel movement, port-call, mobilisation and project trackers.
- Monitor clearance and documentation status through the appointed Port Agent.
- Maintain records of operational delays, incidents, deviations and corrective actions.
- Review operational records supporting project billing and cost control.
- Monitor port-agency and marine-service costs and highlight significant variances.
- Maintain proper documentation for project, contractual, HSE, compliance and audit requirements.
- Provide management with regular operational performance and exception reports.
Role Accountability & Authority
The Offshore Superintendent shall maintain end-to-end operational oversight of vessel and offshore activities while respecting the defined responsibilities and statutory authority of each party.
The Superintendent does not replace
- The Master's authority over navigation, vessel safety, crew and onboard command.
- The Ship Management Company's responsibility for technical management, maintenance, statutory/class support and vessel technical readiness.
- The Port Agent's responsibility for port-agency functions, statutory submissions, clearance processing and coordination of port formalities.
Instead, the Offshore Superintendent is accountable for ensuring that these functions are properly integrated, coordinated and followed through, and that any outstanding matters are addressed before they affect vessel safety, operational readiness, project schedule or commercial performance.
The Superintendent is expected to take ownership of operational issues, drive resolution, escalate appropriately and ensure that agreed actions are completed.

Requirements
- Diploma or Degree in Marine Engineering, Naval Architecture, Offshore Engineering, Mechanical Engineering, Maritime Studies, Marine Operations, Project Management or a related discipline.
- Min 3 - 5 years of relevant experience in offshore, marine, vessel operations, shipyard, FPSO, oil & gas or energy projects preferred.
- Candidates with strong vessel operations, marine agency or ship-management coordination experience are encouraged to apply.
- Practical understanding of vessel operations, marine logistics, port calls and offshore mobilisation.
- Experience coordinating with Port Agents, Vessel Masters, Ship Managers, clients, contractors and marine service providers.
- Good understanding of vessel documentation, port-clearance processes and marine operational requirements.
- Familiarity with HSE requirements, risk assessments and operational procedures.
- Proficient in Microsoft Office, particularly Excel, Word and PowerPoint.
- Familiarity with Optic or similar digital marine/offshore operational systems will be an advantage.
- Strong organisational, communication and stakeholder-management skills.
- Strong problem-solving and decision-making abilities.
- Able to work independently and manage multiple operational priorities.
- Able to work under pressure and respond effectively to changing vessel/project requirements.
- Willingness to support operations outside normal working hours when required by vessel movements or offshore project activities.
