About GovTech Consulting

GovTech Consulting partners with government agencies to accelerate their product capabilities through embedded modernisation and innovation initiatives whilst establishing permanent in-house teams that drive broader transformation. We bring together exceptional engineering, product, and design talent to work directly within agencies, delivering world-class solutions and building sustainable capabilities that serve Singapore.Each team member is a recognised leader in their domain who embeds with agency teams to solve Singapore's complex technology challenges. As a member of this growing practice, you'll leverage your expertise to deliver high-impact modernisation projects while mentoring agency teams and establishing permanent product capabilities that create lasting change across government.

[What you will be working on]

As a Lead Product Manager, you will lead high-impact product initiatives that span strategy, discovery, and delivery within government agencies. Working across public sector environments, you'll guide agencies from problem definition to solution implementation, embedding with teams and delivering value at scale. You'll apply strong product thinking, systems-level insight, and government context expertise to shape solutions that are not just feasible, but truly impactful for Singapore.

Lead end-to-end product initiatives, from discovery and framing through to product vision, roadmap, and implementation planning

Drive innovation by aligning product solutions with agency objectives

Serve as an embedded partner to agencies, helping them navigate complex product and technology challenges whilst building internal capabilities

Establish and mentor permanent product teams within agencies, transferring product management expertise and best practices

Influence the adoption of product and engineering methodologies that support scalability, sustainability, and measurable impact across government

Represent the organisation in cross-agency forums, communities of practice, and thought leadership events

[What we are looking for]

10+ years of experience in product management, consulting, or related roles, with a track record of leading complex initiatives across industries or public sector settings

Proven ability to deliver impact in both greenfield and brownfield environments

Strong systems thinking and the ability to connect strategic objectives to product execution

Deep understanding of agile methodologies, product discovery, user research, and iterative delivery

Excellent facilitation and communication skills, able to engage confidently with senior government stakeholders and frontline teams alike

Strong influence and collaboration skills, with experience working across organisational boundaries

Entrepreneurial mindset with a drive to create impact for public good
