SHAPING THE LEGAL LANDSCAPE FOR PET CARE INNOVATION

Rover is seeking a Senior Counsel, Litigation, Regulatory Advocacy & Policy to lead complex legal and policy matters at the intersection of technology, pet care, and public affairs. As a key member of the Legal team, this role is responsible for managing high-stakes litigation, regulatory disputes, and public policy advocacy in partnership with Rover’s Government Affairs team.

The Senior Counsel will oversee all phases of litigation and arbitration, from pre-litigation strategy through resolution, exercising independent judgment and creativity to address novel legal challenges. This role will cultivate strong partnerships with outside counsel, ensuring alignment with Rover’s business objectives and values, and will provide clear, actionable guidance to internal stakeholders on litigation, regulatory, and policy risks.

Beyond litigation, the Senior Counsel will analyze legislative and regulatory developments impacting Rover’s online marketplace, draft advocacy materials, and support engagements with policymakers and regulators across the U.S. and internationally. The position requires exceptional writing and communication skills, strategic vision, and the ability to build relationships and influence outcomes in complex, fast-paced environments.

Ideal candidates will have at least 12 years of relevant litigation or regulatory legal practice, including in-house experience, and a proven ability to manage complex legal matters and policy initiatives. Experience with online marketplaces, technology companies, or highly regulated industries is a plus.
