About The Role

GRADE: NAT- 3 CONTRACT LENGTH: Fixed Term

CHILD SAFEGUARDING

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE

Under the direct supervision of Project Manager and under the overall management of Area Operations Manager, the Project Coordinator will be responsible for the successful management and day-to-day implementation of the FSL activities in project targeted areas. This action aims to contribute to the inclusive development and wellbeing of children and family by delivering MPCA assistance and Community Dialogue Sessions through local partners and direct delivery in specific targeted townships.

The Project Coordinator will coordinate with respective local stakeholders to achieve the project goal. This post holders will support overall field level management and coordination with Project Manager, Area Operations Manager and HoP to ensure successful implementation of project activities in project areas as planned.

Direct Reports to: Project Manager/ Area Operations Manager

  • Coordination with: PCs, MEAL focal, Senior Program Manager, Technical Lead and budget holder from CO
  • Staff reporting to this post: Project Officer
  • Budget Responsibilities: Authorize expenditure up to 5,000 USD
  • Travel: (Frequent over 10 days per month)
  • Role Dimensions: Regular contact of detailed explanations of policy, regulations, programs, services and representation of SCI at the local level

KEY AREAS OF ACCOUNTABILITY

Assessment / survey

  • Under the guidance of PM, Project Coordinator will manage the field data collection for baseline, endline survey, PDM, etc.
  • Coordination and support with local partners to conduct the assessment along the project period as needed

Program Management

  • Manage the day-to-day implementation of FSL intervention, ensuring efficient and effective delivery of program activities in targeted townships, including supervising proper program mobilization, preparation, and monitoring according to project plan.
  • Together with the PM, implement FSL component for the targeted community/beneficiaries
  • Draw and set up monthly work plan with local partner and ensure completion of targeted work plan (DIP/APU) on time and with high quality
  • Prepare work plan and budget estimation, in coordination with partner team and focal persons for MEAL, supply chain and Finance
  • Lead on the targeting and verification exercises as required to ensure transparency and accountability in the targeting of programme beneficiaries.
  • Together with MEAL team, ensure that feedback mechanisms are established, and feedback points are set up including follow up on responding feedback.
  • Ensure project implementation is in line with SOPs and operation procedure which is release by SCI.
  • Coordinate and work with the Project Officers and local partner and partner for project day by day implementation.
  • Provide technical trainings such as market assessment, beneficiary registration, community dialogue and Post Distribution Monitoring to partner team and SCI field team in coordination with Technical Lead and MEAL Coordinator and technical supervision and guidance to them to ensure quality and timely implementation of the project, through monitoring and field visits.
  • Define programme supply needs through the development of Procurement Plans and coordinate with the logistics team and program coordinators to put in place a practically phased procurement plan.
  • Identify budget variances and communicate with PM on major variances and solutions identified.
  • Coordinate with PM to prepare requests for budget revisions, realignment and other grant modifications.
  • Coordinate and work closely together with the SCI project team and local partner in everyday management, detailed work planning, etc.
  • Comply with Save the Children policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.

MEAL

  • Leading the field level MEAL plan and data collecting for survey/assessment and project implementation
  • Ensure that Quality Benchmarks (QB) are successfully implemented in all project activities and that ongoing analysis informs programme adaptations and quality improvement in coordination with PM and SPM as well as MEAL focal.
  • Discuss quality (i.e. Quality benchmarks) and performance monitoring (i.e. IPTT analysis) findings during program coordination/review meetings, regular monitoring visits, review MEAL reports to highlight key project strengths and areas of improvement,
  • Supporting MEAL data analysis with coordinate MEAL Officer / IMAs and MEAL Coordinator

Reporting

  • Support PM in preparation of project reports. As per donor requirements, this will include quarterly, semi-annual progress reports, final project report, monitoring findings/briefs/reports (baseline, Post Distribution Monitoring, Post Training Monitoring and endline etc.), market monitoring report, ad hoc monthly/biweekly repots (to be confirmed with donor)
  • Guided by PM, prepare ad-hoc project briefs, when required by donor
  • Provide the regular field visit report and updating the Monthly Progress Update of program achievements and plans
  • Supporting and mentoring the quality program report for partner organization.
  • Regularly communicate and collect the monthly partner achievement report in coordination with PM

  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff.

Partner Engagement

  • Provide day-to-day communication and operational support to partner teams to ensure smooth and effective program implementation.
  • Support the budget management of partner organizations to be in-line with policies and procedures
  • Coordinate with relevant persons for contract preparation/amendments of the relevant partnership organization, fund request and fund transfer
  • Work closely with the PM from the outset to ensure clear understanding and provide necessary support to partner teams for effective program implementation, risk reduction and to be adaptation
  • Facilitate effective coordination and provide timely support to partners in addressing challenges, ensuring smooth adjustment and continued progress of program implementation.
  • Assess partners’ needs and provide necessary support to strengthen their professional capacity and organizational development by collaboration with Program Leads if there is a need.
  • Monitor to partner sites together with related program leads and Support units.

Coordination and Liaison

  • Assist the PM and AOM in coordinating with stakeholders and local authorities, in their area of jurisdiction (e.g., township or villages, as the case may be).
  • Represent for project as the project focal staff to partners and township level events and meeting
  • Coordination with LNGOs and relative stakeholders as needed and when instructed by PM and AOM

Child Safeguarding Responsibilities

  • Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

EXPERIENCE AND SKILLS

Essential

  • Bachelor’s degree (3 years + education post-secondary school).
  • A minimum of 5 years’ experience including at least 2 years at Coordinator level for implementing projects on FSL component or related field
  • Good working knowledge of written and spoken English.
  • Very good people management skills/experience and proven ability to create an environment

which encourages team-working and motivates a team across various geographical areas.

  • Excellent knowledge of project management cycle.
  • Ability to work well in a team, train other staff, and demonstrate experience efficiently managing a team.

Excellent interpersonal, communication, and presentation skills.

  • Experienced in attending and participating in sector/cluster meetings.
  • Experienced at conducting project monitoring and evaluation.
  • Demonstrated skills, experience, and knowledge of Financial Education and Cash and Voucher Assistant.
