Position: Education Technical Consultant (Yemeni Candidates Only)

Location : Aden, Yemen

Contract Length : 4 Months

ROLE PURPOSE

The SEAL Education Technical Consultant will provide technical leadership and oversight for all education-related activities within the Sustaining Education and Learning (SEAL) project in Yemen, working closely with the Project Director and Education Technical Advisor to ensure alignment with SCI technical standards and donor requirements .

The role leads technical quality assurance for Sub-component 1.2 (students: learning materials, ASER, reading, remedial) and Sub-component 1.3 (teachers/principals/supervisors: training, coaching, SIPs and supervision systems), ensuring delivery against the SEAL results framework and implementation KPIs.

This role is critical in ensuring the technical quality, relevance, and effectiveness of interventions aimed at strengthening basic education and learning in targeted schools. The role holder will work closely with various departments in the Ministry of Education (MoE) at central, governorate, and district levels, as well as with other SEAL implementing partners like UNICEF, to facilitate the successful implementation of project components, particularly those related to supporting students, teachers, and schools.

SCOPE OF ROLE

Reports to: SEAL Project Director (works under the strategic direction of the SEAL Project Director; provides technical inputs for donor reporting, and key decisions).
Staff reporting to this post: Project leads in Governorates.

KEY AREAS OF ACCOUNTABILITY

Technical Design, Advisory & Implementation

Provide expert advisory and technical direction for SEAL project interventions, ensuring full alignment with World Bank / GPE guidelines and MoE national strategies.
Lead the drafting, review, and technical validation of operational guidelines, training manuals, and pedagogical resource packages for teachers, school administrators, and supervisors.
Advise on the technical implementation and adaptation of remedial education, reading programs, and targeted student and teacher support packages.
Review and refine the technical framework for the Annual Status of Education Report (ASER) assessment, advising on digital data collection methodologies, data validation, and evidence-based decision-making models.
Serve as a technical backstop in consultations with central, governorate, and district counterparts to facilitate alignment and sustainable institutional knowledge transfer.
Design and deliver high-level capacity-strengthening workshops and technical training-of-trainers (ToT) modules for MoE officials, supervisors, teachers, and master trainers.
Provide technical advisory support to joint SCI-UNICEF education working groups to ensure harmonized methodologies and technical consistency across the SEAL framework.
Prepare strategic technical briefs, presentations, and technical position papers to support the SEAL Project Director in senior-level engagement with the World Bank and MoE stakeholders.
Review and enhance MEAL indicators, assessment rubrics, and quality assurance frameworks to ensure robust measurement of learning outcomes and school-level interventions.
Provide quality assurance oversight for digital supervision tools, learning dashboards, and data validation processes used for adaptive project management.
Document project technical methodologies, conduct learning reviews, and author technical case studies/learning papers to capture best practices and inform future sector programming.
Ensure all technical deliverables, curriculum adaptations, and school-level intervention designs strictly comply with Save the Children’s Safeguarding Policies and the World Bank’s Environmental and Social Standards (ESS).
Review the ESS tools and align them with the project deliverables and direct activities and designed indicators.

Coordinate the ESS activities with the stakeholders such as MoE, UNICEF, and the field level stakeholders.

Technically supervise and mentor field project leads, providing clear objectives, performance feedback, and opportunities for professional development.
Establish a teamwork environment to foster quality enhancement, team spirit, and efficient delivery.
Support the team to develop through analyzing their strengths and areas of improvement and support them with relevant development channels.

QUALIFICATIONS, EXPERIENCE AND SKILLS

Education

At Least a master’s degree in education.

Experience

Minimum of 5 years of demonstrable professional experience in leading education programs, with at least 3 years in an advisory role.
Implementing the World Bank projects, guidelines and safeguarding standards.
Proven experience in working with Ministry of Education with a strong understanding of education sector planning and policy engagement.
Demonstrated experience in designing and implementing technical interventions related to the main three components of the project: Supporting Students, Teachers, and Schools.

Skills

Excellent technical proposals writing with the ability to translate complex technical information into clear guidance for diverse audiences.
Strong analytical and problem-solving skills, with the ability to assess technical challenges and develop practical solutions.
Proven ability to build and maintain effective working relationships with government officials, international organizations, and local communities.
Fluency in oral and written English.

Ability to work effectively in a complex, fast-paced, and culturally sensitive environment.
