Job Summary

The Stormwater Crew Supervisor I oversees and participates in the daily operations of stormwater maintenance crews responsible for the inspection, maintenance, repair, and operation of the City's stormwater infrastructure system. This position plans, schedules, and supervises field activities related to storm sewers, culverts, channels, detention ponds, drainageways, and other stormwater assets, ensuring work is completed safely, efficiently, and in compliance with City standards and regulatory requirements.

The position provides leadership and oversight for field staff, coordinates personnel, equipment, materials, and contractor resources, and supports customer service, regulatory compliance, and operational planning. The Stormwater Crew Supervisor I serves as a first responder during flooding, severe weather events, snow operations, and other emergencies, coordinating response and recovery efforts to protect public safety and critical infrastructure.

Experience, Education, and Skills

Minimum Requirements

High School diploma or equivalent.
Three (3) years of supervisory or lead experience
Four (4) years of experience stormwater, drainage, utility, construction, operating heavy equipment, or related infrastructure maintenance.
Current Class A CDL driver's license with air brake and tanker endorsements or ability to obtain within six (6) months of hire date.
Colorado Collections System Operator Class I Certification or ability to obtain within twelve (12) months of hire.
Colorado Collections System Operator Class II Certification or ability to obtain within twelve (24) months of hire.
Flagger certification, and work zone traffic control certification or the ability to obtain within six (6) months of hire date.

OR

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,

AND

Possession of a valid driver’s license.

Preferred

Colorado Collections System Operator Class II and III Certification
Experience in municipal street maintenance operations
Experience with snow and ice operations

Knowledge, Skills, and Abilities

Knowledge of construction, maintenance, and repair methods related to assigned functional area (streets, parks, utilities, stormwater, etc.).
Ability to read blueprints and all Division light / heavy equipment.
Knowledge and skills working with office computer, Microsoft Word, Excel, Outlook, Oracle, City Works, calculators, telephones, and 2-way radios.
Familiarity with safe work practices, occupational hazards, and applicable regulations.
Skill in operating a variety of tools, vehicles, and equipment related to work activities.
Ability to plan, assign, and supervise the work of a small crew.
Ability to train, mentor, and evaluate staff performance.
Strong problem-solving and decision-making skills.
Effective communication and interpersonal skills for working with staff, contractors, and the public.
Ability to maintain accurate records and prepare simple reports.

Essential Functions

Stormwater Operations & Maintenance

Plan, organize, assign, supervise, and evaluate the work of crews engaged in the inspection, maintenance, repair, and operation of the City's stormwater infrastructure system.
Develop and manage maintenance schedules and work plans; ensure compliance with City standards, operational procedures, safety requirements, and applicable regulatory requirements.
Plan, coordinate, and evaluate stormwater maintenance activities including storm sewer cleaning, culvert and pipe maintenance, inlet and manhole repairs, channel maintenance, detention pond maintenance, sediment and debris removal, erosion repairs, vegetation management, water quality feature maintenance, and restoration activities.
Prioritize work based on asset condition, regulatory requirements, customer requests, operational risk, weather conditions, and service level expectations.
Evaluate field conditions and determine appropriate repair methods, work sequencing, staffing, equipment, materials, and contractor support needed to complete work safely and efficiently.
Coordinate with contractors, engineering staff, utility providers, and other City divisions on maintenance activities, drainage projects, and operational priorities.
Schedule and coordinate equipment repairs and maintenance with Fleet and external vendors.

Leadership & Personnel Management

Supervise operations and maintenance staff; establish work priorities, performance expectations, and training plans.
Conduct regular communication meetings, one-on-one discussions, performance evaluations, and coaching sessions to support employee development, accountability, and engagement.
Review, audit, and approve employee timecards and ensure accurate labor reporting and documentation.

Administrative & Operational Support

Assist in the development, monitoring, and evaluation of the Stormwater Division operating budget.
Coordinate purchasing activities, materials acquisition, contractor services, and inventory management in accordance with City policies.
Track, analyze, and report performance measures related to stormwater operations, maintenance activities, and service delivery.
Support the use of work order systems, GIS, asset management software, and operational reporting tools to improve planning, documentation, and decision-making.
Maintain and update operational procedures, service levels, training standards, and division documentation as assigned.
Customer Service & Public Relations
Respond to citizen concerns, drainage complaints, service requests, and inquiries in a timely and professional manner.
Communicate with residents, contractors, developers, regulatory agencies, and internal stakeholders regarding maintenance activities, project impacts, and stormwater system operations.
Support public outreach and education efforts related to stormwater infrastructure and drainage operations.

Emergency Response & Snow Operations

Serve as a first responder and assist in managing emergency operations involving flooding, severe weather events, stormwater system failures, infrastructure damage, and other emergency situations.
Participate in on-call rotations and provide after-hours, weekend, holiday, and emergency response support as required.
Support citywide snow and ice operations, including planning, crew deployment, equipment coordination, and emergency response activities.
Coordinate with the Emergency Operations Center (EOC) and other City departments during emergency events as needed.
Performs other duties as assigned.

Travel - Regular Local/Field Based Travel: This position requires regular travel within the County and nearby cities. Employees frequently travel to field sites, client locations, or other City buildings as part of their job duties. Access to a personal or City fleet vehicle may be required.

Work Environment

Work is performed in a combination of office and field environments. Field work includes oversight of stormwater maintenance operations, inspections, project coordination, and emergency response activities.
Work is performed across a variety of municipal environments, including stormwater facilities, drainageways, detention ponds, channels, roadways, rights-of-way, construction sites, maintenance yards, and office settings.
Routinely exposed to varying weather conditions, including extreme heat, cold, rain, snow, ice, wind, and adverse environmental conditions.
The position regularly works around and oversees the operation of heavy equipment and vehicles, including loaders, excavators, dump trucks, vacuum trucks, backhoes, skid steers, and snow removal equipment.
Work involves exposure to loud noise, vibration, dust, fumes, moving machinery, traffic hazards, vegetation, sediment, and potentially hazardous or contaminated materials.
Duties require working in and around live traffic, construction zones, drainage facilities, and active stormwater infrastructure while ensuring compliance with safety requirements, traffic control standards, and proper use of personal protective equipment (PPE).
Stormwater operations may require working near standing or moving water, biological hazards, wildlife, confined spaces, and other environmental hazards associated with drainage systems and water quality facilities.
Work may involve navigating uneven terrain, embankments, drainage channels, detention ponds, culverts, manholes, confined spaces, and elevated surfaces, including ladders and other access structures.
The position requires regular interaction with employees, contractors, residents, regulatory agencies, and other stakeholders, both in the field and in office settings.
May involve extended shifts and irregular hours, including evenings, weekends, holidays, snow events, severe weather operations, emergency callouts, and participation in an on-call rotation.

Physical Requirements

Mobility: Ability to move between office and field environments, including walking, standing, and traversing uneven terrain for extended periods. Ability to inspect work sites, drainage facilities, construction zones, and stormwater infrastructure; climb ladders, stairs, embankments, and equipment; and enter and exit vehicles and equipment regularly.
Strength: Ability to lift, carry, push, pull, and move tools, materials, equipment, and supplies weighing up to 50 pounds regularly and up to 75 pounds occasionally, with assistance as needed.
Endurance: Ability to perform field inspections, oversee operations, and respond to emergencies in outdoor environments for extended periods, including during adverse weather conditions, snow events, flooding, and other emergency situations.
Dexterity: Sufficient manual dexterity to operate computers, mobile devices, tools, equipment, and vehicle controls safely and effectively. Ability to complete administrative tasks, inspections, documentation, and field activities requiring fine motor skills.
Flexibility: Ability to bend, stoop, kneel, crouch, climb, reach overhead and below waist level, and maintain awkward positions while conducting inspections, investigating operational issues, or assisting with field activities.
Vision and Hearing: Adequate visual acuity to read plans, maps, reports, gauges, instruments, computer screens, and inspection records; inspect work sites and infrastructure; and monitor traffic, equipment, and jobsite conditions. Ability to hear warning signals, verbal instructions, radio communications, and equipment sounds in both office and field environments.
Licensing Requirements: Ability to obtain and maintain a valid Department of Transportation (DOT) Medical Examiner's Certificate (Medical Card) and any required licenses or certifications necessary to perform the essential functions of the position.
