SHE Officer

About The Role
This role is accountable for creating a safe, compliant, and environmentally sustainable workplace while driving incident prevention, regulatory compliance, contractor safety, and continuous SHE improvement.
Safety Health and Environment: 
- Lead and maintain HIRARC, JSA, Chemical Risk Assessment (CRA), and Process Safety hazard identification for all areas. 
- Ensure full compliance with OSHA (Amendment) 2022, Factories & Machinery Act, Use & Standards of Exposure of Chemicals Regulations, Scheduled Waste Regulation, and Fire Services Act. 
- Conduct regular workplace inspections, PPE audits, machine risk assessments, and safety walkdowns. 
- Lead incident investigations using RCA, 5-Why, Fishbone and ensure prompt CAPA closure. 
- Manage and verify Permit-to-Work (PTW) system for Hot Work, Confined Space, Electrical, Work at Height, and LOTO. 
- Oversee chemical storage standards, SDS updating, chemical inventory and regulatory compliance. 
- Manage SHE documentation for DOSH, DOE, and BOMBA audits, renewals, and submissions. 
- Ensure contractor control through safety briefings, PTW compliance and monitoring during high-risk jobs. 
- Maintain statutory reports, licenses, machine certifications, SW consignment notes, and environmental records. 
- Lead Scheduled Waste Management compliance, including DOE documentation and CEPSWAM standards. 
- Support Process Safety management involving pressure systems, high temperatures, steam, combustible dust, dust collectors, and extraction systems. 
- Drive and support SHE Pillar MOS activities, MOS Foundation & Extension requirements, and pillar audits. 
- Perform other duties as assigned by the SHE Expert / SHE Manager to support operational, compliance, and SHE excellence. 
Quality: 
- Ensure SHE controls support FSSC 22000, HACCP, GMP, and food safety standards. 
- Ensure chemical segregation, hygiene zoning, allergen controls, and housekeeping compliance. 
- Support Quality during internal audits and ensure SHE-related findings are addressed. 
Leadership: 
- Role-model proactive safety behaviour and contribute to building a Zero Tolerance Culture. 
- Lead safety communication, training, coaching, and safety briefings for employees and contractors. 
- Drive SHE Campaigns, monthly themes, and safety promotion aligned with JDE Global SHE programs. 
- Engage departments in Behaviour Observation System (BOS) and risk reporting. 
- Lead or support SHE-related Kaizen, Gemba, and small group activities. 
- Actively contribute to team building and engagement under the SHE Pillar. 
Delivery & Cost: 
- Improve plant safety through preventive actions and reduction of operational downtime due to safety issues. 
- Support environmental programs such as energy reduction, waste minimization, and Zero Waste to Landfill (
- Ensure timely and cost-effective execution of SHE programs, trainings, and contractor safety compliance. 
Maintenance: 
- Support Engineering to ensure compliance for: 
- Machine guarding, interlocks, emergency stops, pressure vessels, steam systems, air receivers, LEV & ventilation systems, lifting equipment and structural integrity checks 
- Verify maintenance works follow safe systems of work through PTW, LOTO, isolation validation, and correct PPE usage. 
- Support Fire Protection System maintenance with BOMBA and relevant service providers.

- Here's what we're looking for: 
- Education: 
- Diploma or Degree in Occupational Safety & Health, Engineering, Science, or relevant field. 
- Preferred (Optional): NIOSH Safety & Health Officer (SHO) Training or Registered SHO (Yellow/Green Book) with DOSH 
Must have
- Minimum 3–5 years working experience in SHE roles within manufacturing or any relevant industries. 
- Strong knowledge of Malaysia HSE legislation and regulatory bodies. 
- Experienced in safety inspections, audits, risk assessment and incident investigation. 
- Experienced in liaison with DOSH, DOE, BOMBA, and local authorities. 
- Competent in PTW, LOTO, Confined Space, Hazardous Chemicals, Emergency Response, and contractor management. 
- Familiar with Process Safety topics (pressure, temperature, combustion, ignition control, dust explosion).
