The Commercial & Supply Chain Management (CSCM) function under CLP Power Hong Kong Limited oversees the operating companies circa HKD 20 billion annual expenditure with 1,200 suppliers across 50 categories of spend. CSCM is responsible for end-to-end procurement and supply chain management across key spend categories and business stakeholders. We are looking for a high caliber and experienced procurement professional to join our team.

Job Overview

The role reports to the Principal Manager - CSCM (Indirects) under the Business Partnering Team within CSCM. This Hong Kong-based position leads the development of procurement and category strategies for the Digital and Operational Technology portfolio, acting as a strategic procurement business partner to business stakeholders. The incumbent is expected to bring strong IT/Digital category knowledge, market insight, strong commercial acumen, commercial judgment and stakeholder influence to help business units structure effective sourcing strategies and value-driven commercial offers. As a Change Champion, the role will drive strategic change, foster collaboration and guide the team towards impactful and innovative procurement solutions.

Key Responsibilities

This Senior Manager will play a key leadership role in driving procurement and category strategy execution across the Digital and OT portfolios. The incumbent is expected to independently lead high-profile and complex sourcing projects from strategy development through implementation, leverage strong stakeholder management, commercial acumen, market insight, and negotiation capabilities to deliver optimal business outcomes. The role act as a trusted advisor to business stakeholders and a key liaison to ensure alignment and collaboration across CSCM, suppliers, and cross -functional teams.

  • Strategic Category Management: Provide category-specific subject matter expertise across IT/Digital and OT categories, develop and implement long-term category strategies, and translate market drivers, supplier trends and technology developments into actionable plans that maximize value and benefits delivered to the business.
  • Business Partnering: Act as a trusted procurement advisor to Digital and business stakeholders by understanding business priorities, challenging requirements constructively, and translating business needs into effective procurement, sourcing and commercial strategies. Bring market intelligence, supplier insights, benchmarking and commercial recommendations to help business units structure the most effective and value-driven commercial offers.
  • Strategic Project Leadership: Lead and manage complex Digital and Operational Technology sourcing initiatives independently from strategy development through execution and implementation, Demonstrate the ability to navigate ambiguity, manage competing stakeholder expectations, drive decision-making, identify risks proactively, and deliver project outcomes with minimal management intervention.
  • Lead Procurement Process: Lead strategic sourcing and tender processes from early market engagement through procurement strategy development, supplier evaluation, negotiation, recommendation and award. Collaborate with CSCM procurement teams to ensure robust planning, effective negotiation, clear stakeholder alignment and delivery of optimal commercial outcomes.
  • Strategic Sourcing, including China sourcing: Lead planning and execution of China sourcing strategies and market engagement, including new supplier exploration, factory visits, identification of business opportunities, data-driven decision-making and development of long-term sourcing strategies.
  • Demand Management: Lead the C&SCM team’s upstream engagement with business stakeholders to identify, establish and deliver a pipeline of procurement demand, plan and mobilize category teams in early stages of procurement opportunity lifecycle,
  • Market Intelligence and Commercial Advisory: Keep abreast of IT/Digital market trends, supplier landscape, pricing models, technology developments, commercial benchmarks and procurement best practices. Translate market intelligence into actionable recommendations that support sourcing strategies, negotiation approaches, commercial structuring and long-term category plans.
  • Risk Management: Identify, assess, and mitigate supply chain risks while embedding sustainability and responsible procurement across the supplier lifecycle, in alignment with Group standards and guidance.
  • Supplier Relationship Management and development: Identify and establish a Supplier Relationship & Performance Management framework, conduct regular supplier reviews by monitoring supplier performance against KPIs, ensuring adherence to quality, cost, and delivery standard, and support business stakeholders in post-award contract management.
  • Team Management: Support Principal Manager in managing, mentoring, and developing a high-performing commercial and supply chain team, and foster a culture of agile, integrity, accountability and continuous improvement.
  • Digital & AI Mindset: Demonstrates a growth mindset towards digital innovation and emerging technologies. Able to leverage AI-enable tools, data-driven insights, automation opportunities and digital solutions to enhance procurement effectiveness, improve stakeholder experience and support business decision-making.

Communicate complex procurement, commercial and supplier market matters clearly and persuasively, influence decision-making, align expectations and drive stakeholders towards commercially sound and value-driven outcomes.

Education & Qualifications

  • Degree: University/Master/MBA in Business, Procurement & Supply Chain Management (PSCM), Commerce, Engineering, or related fields.
  • Experience: Minimum 10 years of procurement, category management and strategic sourcing experience, including substantial hands-on experience managing IT/Digital categories such as Software, SaaS, Cloud, Cybersecurity, Telecom, IT Services, Managed Services and/or Operational Technology. Proven track record in leading high-value sourcing projects, complex commercial negotiations, stakeholder engagement, supplier market analysis and commercial strategy development in a sizeable organization.
  • Professional Certificate: Membership and/or qualification from a procurement professional body (e.g. CIPS, ISM or equivalent) would be advantageous.
  • Language: Fluency in English is required; fluency in Cantonese and/or Mandarin is a distinct advantage for working with a diverse set of stakeholders.
  • Travel: Business travel may be required as necessary.
