Proposal Engineer

Designation: Proposal Engineer Office Location: Energy House, Pune Reporting to: Head-Proposal Role Purpose: To develop complete and competitive technical proposals for turnkey EPC projects related to Compressed Biogas (CBG) plants using agro-residue, municipal solid waste (MSW), press mud, and other feedstocks. The role will support end-to-end bid preparation through technical evaluation, basic engineering, cost inputs, cross-functional coordination, and timely submission of high-quality tender documents. Primary Responsibilities: Prepare complete technical proposals for CBG turnkey EPC projects involving agro-residue, MSW, press mud, and other applicable feedstocks. Review RFQs, tender documents, technical specifications, P&IDs, process flow diagrams, and tender drawings to understand the complete project scope. Identify technical risks, scope gaps, clarifications, assumptions, exclusions, and deviations in RFQs and tenders. Prepare pre-bid queries, participate in pre-bid meetings, and undertake site visits whenever required. Develop technical offers in coordination with engineering, process, procurement, planning, commercial, legal, HSE, and finance teams. Prepare mass balances, tender drawings, process schematics, layouts, and other technical documents required for bid submission. Qualifications and Experience: B.E. / <B.Tech> in Mechanical, Chemical, or Biotechnology Engineering. Experience: 5–8 years of relevant experience in technical proposal preparation, basic engineering, bidding, and cost estimation for EPC projects. Minimum 5 years of experience in CBG, biogas, waste-to-energy, renewable energy, or similar process-industry projects is preferred. Preferred Experience: Experience in handling technical bid preparation and cost estimation for turnkey CBG EPC projects. Understanding of EPC tendering, proposal preparation, project scheduling, EPC execution methodology, and proposal risk management. Knowledge of pre-treatment system selection for different feedstocks, including agro-residue, MSW, press mud, and similar organic waste. Experience in basic engineering, including preliminary equipment sizing, mass balance preparation, process schematics, and layout inputs. Exposure to layout preparation and technical evaluation of vendor offers. Skills and Competencies: Strong understanding of CBG plant processes, biogas systems, and associated EPC project requirements. Ability to interpret RFQs, technical specifications, P&IDs, process flow diagrams, and engineering drawings. Strong analytical ability to assess technical risks, commercial deviations, and cost-optimisation opportunities. Effective cross-functional coordination and stakeholder-management skills. Strong documentation, technical-writing, and presentation skills, with close attention to detail. Customer-focused approach with a strong sense of ownership and accountability. Self-driven, proactive, and able to work independently with minimal supervision. Ability to manage competing priorities and multiple bid submissions within strict timelines.
