Te Whiwhinga mahi | The opportunity
We are looking for an experienced and strategic leader to join our Organisational Performance team as Manager Organisational Performance – Performance Design .
This is a pivotal role where you’ll lead the design and delivery of NZTA’s organisational performance measurement framework, ensuring our performance expectations, measures and related products are clear, meaningful and fit for purpose. You’ll help connect strategy, planning, monitoring and reporting so NZTA can better understand, demonstrate and improve organisational performance.
Leading the Performance Design team, you’ll oversee the development of forward-looking statutory accountability products, including the Statement of Intent and Statement of Performance Expectations, and internal operational measures. You’ll work closely with senior leaders, business groups, data owners and internal partners to design measures that are evidence-based, practical and aligned to government, Board and Executive priorities.

To be successful in this role, you will bring
- Proven experience leading performance design, organisational performance, performance measurement or related functions in a large or complex organisation
- Demonstrated ability to lead, coach and develop high performing teams to deliver quality performance products and advice
- Strong experience designing performance frameworks, measures, definitions and data requirements that support clear accountability and decision-making
- Expert knowledge of statutory accountability, machinery of government and public sector performance expectations
- Significant experience building trusted relationships with senior leaders, business groups, data owners and other key stakeholders
- A strong end-user focus, with the ability to design products and processes that are practical, meaningful and easy to use
- Experience leading change and continuous improvement to lift performance maturity, products and ways of working
- Strong project or programme delivery experience in cross-functional and matrix environments
- Excellent written, verbal and influencing skills, with the confidence to provide strategic advice at senior levels
- A high level of digital capability, or a strong interest in using technology, automation and data to improve performance systems
- A relevant tertiary qualification or equivalent experience. Training in PuMP or another performance measurement methodology would be advantageous
You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Māori and promote tikanga and Te Reo Māori. You will also have knowledge of, or a willingness to gain an appreciation of Te Tiriti o Waitangi and its application in the public sector.
