Purpose of consultancy

The National Logistics Operations Associate will support the National Logistics Specialist in the day-to-day coordination and implementation of logistics operations related to the Second General Population and Housing Census (RGPH2).

The consultant will contribute to the planning, coordination, monitoring and reporting of national logistics activities, while ensuring effective coordination with the Bureau Central du Recensement (BCR), the Institut National de la Statistique (INS), provincial logistics teams and other stakeholders involved in the implementation of the census.

Beyond the RGPH2, the consultant will also contribute to strengthening logistics coordination and operational support for UNFPA logistics activities as required.

Scope of work

National Logistics Coordination

  • Support the day-to-day coordination of logistics operations under the RGPH2.
  • Support implementation of the national logistics strategy.
  • Coordinate logistics activities between Kinshasa and regional clusters.
  • Ensure regular follow-up of operational priorities.

Warehouse and Inventory Management

  • Support warehouse operations at the Kinshasa logistics hub.
  • Monitor inventory levels.
  • Ensure stock accuracy.
  • Coordinate incoming and outgoing shipments.
  • Support inventory reconciliation.

Distribution and Transport

  • Support planning of national distributions.
  • Coordinate transport requests.
  • Monitor deliveries.
  • Follow-up transport performance.
  • Support last-mile logistics planning.

Logistics Information Management

  • Consolidate logistics information received from regional clusters.
  • Maintain logistics tracking tools.
  • Produce weekly logistics updates.
  • Contribute to logistics dashboards.
  • Support KPI monitoring.

Mission Planning

  • Coordinate logistics arrangements for field missions.
  • Prepare movement plans.
  • Coordinate vehicle allocation.
  • Follow-up mission logistics.

Coordination with Partners

  • Coordinate with BCR/INS
  • Coordinate with logistics partners.
  • Coordinate with suppliers.
  • Support coordination with UN agencies when required.

Emergency Support

  • Support logistics preparedness.
  • Support emergency deployments.
  • Participate in contingency planning.
  • Support humanitarian logistics activities when required.

Other duties

  • Act on behalf of the National Logistics Specialist during his/her absence when delegated.
  • Perform any other logistics-related duties assigned by the supervisor.

Duration and working schedule

11 months

Place where services are to be delivered

  • Kinshasa, Democratic Republic of the Congo.
  • Frequent travel within the country as required.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.)

  • Continuous delivery throughout the consultancy.
  • Monthly reporting.

Monitoring and progress control, including reporting requirements, periodicity format and deadline

The consultant shall submit

  • Weekly operational updates.
  • Monthly progress report.
  • Final consultancy report.

Supervisory arrangements

The consultant will work under the direct supervision of the National Logistics Specialist.

Expected travel

  • Frequent travel throughout the DRC.
  • Travel to provincial logistics hubs.
  • Participation in assessments, trainings and supervision missions.

Required expertise, qualifications and competencies, including language requirements

Education

Bachelor's degree or First level degree in: Logistics, Supply Chain Management, Operations Management, Business Administration or Related field

Knowledge and Experience

  • Minimum 6 years of progressively responsible experience in: Logistics, Supply Chain, Humanitarian logistics ,Warehouse management and Transport management
  • Experience with: UN agencies (highly desirable), Large-scale logistics operations, National deployment projects and Humanitarian emergencies

Languages

  • French: Required
  • English: Working knowledge desirable

The consultancy will play a key role in supporting the implementation of the logistics strategy for the RGPH2 while contributing to strengthening operational logistics capacities within UNFPA DRC.
