Autism Resource Centre (Singapore) is a non-profit charity organisation dedicated to serving individuals on the autism spectrum throughout their lives. Based in Singapore, ARC(S) offers a range of services and resources tailored to meet the growing concerns and needs of the autism community, including Pathlight School. Pathlight School is the first autism-focused school in Singapore to offer the national curriculum together with life readiness skills.

We are seeking an individual with a well-rounded experience in the Human Resource field and keen to contribute in a purpose-driven organisation to join us as a Senior Manager, HR Business Partner.

In this role, together with Senior Director Human Resources, you will partner our senior leaders and be a strategic HR leader shaping organisational capability, developing a future ready workforce and driving culture and transformation outcomes to achieve our organisation’s goals of Transforming Lives in Autism Resource Centre (Singapore) and Pathlight School. The Organisation is in a growth phase and the HR organisation is on a transformation journey.

Key Responsibilities

  • Partner with senior leaders to design and implement people strategies aligned with organisational priorities, business objectives and future workforce needs.
  • Lead initiatives to build a future ready workforce including workforce planning, capability development and skills transformation.
  • Provide strategic counsel on organizational design & effectiveness, capabilities, talent development, and employee engagement while ensuring alignment with HR policies and compliance with local labour regulations.
  • Diagnose systemic organizational issues and design solutions that improve organisational speed, effectiveness, and employee outcomes.
  • Lead and support change management initiatives arising from organisational growth, digitalisation and strategic priorities.
  • Facilitate adoption of AI-enabled and digital systems to improve employee experience, workforce insights and data-driven decision making.
  • Partner leaders to strengthen and sustain the desired organisation culture and employee experience
  • Implement initiatives that strengthens employee engagement, performance management, and career pathways and organisational effectiveness.
  • Partner leaders in talent management strategies including leadership pipeline development and workforce capability building.
  • Support leaders in managing complex employee relations cases, balancing business and employees’ interest.
  • Collaborate with the Talent Acquisition team to ensure attraction and selection of talent are aligned with organisational culture and future capability requirements.
  • Partner with HR Centers of Excellence and HR Shared Services to deliver integrated, efficient and high‑impact people solutions.

Requirements

  • At least 10 years’ experience in HR Business Partnering, performed strategic HR partnering role in organisational development, future workforce planning and employee relations.
  • Strong strategic thinker with business partnering capability and ability to align strategies with organisational priorities.
  • Strong understanding of employment laws, HR best practices.
  • Exceptional interpersonal and engagement skills, able to build trust at all levels.
  • Data-driven mindset with the ability to translate insights into actionable strategies.
  • A passion for fostering a positive, inclusive, and high-performance culture.
  • Strong exposure to senior leadership and complex organizational dynamics
  • High level of resilience, adaptability and ability to operate in ambiguity and evolving contexts.
  • Experience in change management and supporting teams through transformation is a plus.
