Key Responsibilities: Job Title: People and Culture Business Partner Contract Type: Fixed term Location: National Office Repots to: People and Culture Lead The People and Culture Business Partner (P&C BP) plays a critical role in aligning People & Culture strategies with World Vision Mongolia’s mission and operational goals. This position serves as a trusted advisor to leadership and managers, driving initiatives that strengthen organizational effectiveness and staff engagement. The P&C BP leads talent acquisition efforts to ensure timely recruitment of qualified candidates who embody WV’s core values, while also overseeing onboarding processes that foster a positive employee experience. In addition, the role manages talent development programs, payroll accuracy, staff care initiatives, and office administration support, ensuring compliance with Mongolian labor laws and WV global standards. By leveraging data-driven insights and best practices, the P&C BP contributes to building a high-performing, inclusive, and Christ-centered workplace culture. 30% Recruitment & Onboarding Liaise with Area Programs (AP) and National Office (NO) Managers annually and assess quarterly with hiring managers to update workforce needs. Facilitate recruitment and selection processes promptly, ensuring compliance with P&C policies and procedures. Ensure WV’s mission, vision, and core values are reflected in all recruitment activities. Lead interviews and ensure panels are transparent and free from conflicts of interest. Plan interviews proactively to avoid reactive recruitment and ensure timely hiring. Negotiate compensation for new hires and promotions aligned with policies and HAY grades. Ensure accuracy of contracts and related documents before issuance. Update staff information in Workday/Green ERP systems. Conduct screening, reference checks, initial interviews, and assessments for shortlisting candidates. Coordinate onboarding and orientation for new staff and track probation periods. Ensure compliance agreements are signed and maintain audit-ready staff files. 30% Talent Management and Learning & Development Conduct quarterly and annual surveys to identify learning needs and develop L&D and Talent Management plans. Maintain and update a yearly training calendar addressing staff development needs. Track learning application and evaluate ROI of training interventions. Maintain records of training participation and ensure equitable access to development opportunities. Focus on high performers for targeted development and retention strategies. Support career path development for high-potential staff using internal and external resources. Utilize blended learning approaches (webinars, coaching, mentoring, simulations) for leadership development. Develop and maintain training materials and store designs in a resource database. Monitor and evaluate training effectiveness and ensure knowledge sharing post-training. Communicate available training opportunities to AP and NO staff. 20% People and Culture (HR) Operations, Payroll, Staff Care and Office Administration Maintain accurate staff records and ensure timely payroll processing. Prepare placement papers and documentation for transfers/resignations. Submit monthly HR reports and conduct compliance checks. Monitor compensation and benefits records. Provide staff care support and implement wellness initiatives. Coordinate staff security protocols Support office administration tasks such as managing supplies, coordinating logistics for meetings/events, and ensuring smooth office operations. 20% Employee Engagement & Relations Track and analyze HR metrics (turnover, engagement, performance) and provide actionable insights. Facilitate exit interviews and report key trends to the People & Culture Lead. Provide constructive feedback and recommendations Assist in resolving disciplinary and related issues Champion a positive, inclusive, and Christ-centered workplace culture.
