About The Role

MTSI is seeking a Planning, Programming, Budgeting, and Execution Subject Matter Expert (PPB&E SME) with an active TS/SCI clearance to provide expert-level support for Department-wide resource allocation, budget formulation, budget execution, and financial management activities. The successful candidate will possess extensive knowledge of senior-level PPB&E processes, decision-making forums, documentation requirements, and budget-cycle activities.This individual will analyze complex programmatic and financial information, develop executive-level decision materials, monitor budget execution, and produce documentation suitable for presentation to Cost Assessment and Program Evaluation (CAPE), congressional committees, and senior Department officials.Key ResponsibilitiesProvide subject matter expertise on Department-level PPB&E policies, processes, timelines, governance, and documentationSupport the development, review, coordination, and analysis of:Program Decision Memoranda (PDMs)President’s Budget Requests (PBRs)Issue Papers and Deep DivesCongressional budget exhibits and justification materialsProgram Objective Memorandum (POM) roll-out activitiesOmnibus reprogramming actionsOther programming, budgeting, and execution productsAnalyze program requirements, funding profiles, budget adjustments, and resource-allocation alternativesDevelop clear, accurate, and defensible recommendations for senior-leader decision-makingMonitor obligations, expenditures, commitments, and execution performance across multiple appropriations, including Research, Development, Test, and Evaluation (RDT&E); Operations and Maintenance (O&M); and other applicable funding categoriesIdentify funding shortfalls, execution risks, schedule concerns, and potential realignment or reprogramming requirementsReconcile programmatic requirements with available resources, execution data, and Department prioritiesPrepare executive summaries, briefings, issue papers, decision memoranda, data calls, budget exhibits, and other senior-level financial and programmatic documentationEnsure analyses and supporting materials are accurate, traceable, internally consistent, and compliant with applicable policies and congressional requirementsCoordinate with program offices, comptroller organizations, requirements staffs, acquisition organizations, CAPE, and other internal and external stakeholdersRespond to requests for information and support engagements with congressional committees, senior Department officials, and other oversight organizationsTranslate complex budget and program information into concise, decision-ready products for technical and nontechnical audiencesRequired Skills:15+ years of demonstrated experience supporting Department-level PPB&E activitiesExpert knowledge of PPB&E processes, products, decision points, and annual budget-cycle timelinesExperience developing or reviewing PDMs, PBR materials, issue papers, deep dives, congressional budget exhibits, POM roll-out materials, and reprogramming documentationExperience monitoring and analyzing obligations and expenditures across multiple appropriation typesDemonstrated ability to evaluate financial execution, identify variances and risks, and recommend corrective actionsExperience preparing materials for CAPE, congressional committees, senior executives, or comparable oversight and decision-making bodiesStrong analytical, financial-management, technical-writing, briefing, and stakeholder-coordination skillsAbility to synthesize large volumes of complex information into concise, accurate, and actionable recommendationsAbility to operate effectively in a fast-paced environment while managing competing deadlines and sensitive assignmentsDesired Skills:Experience supporting major acquisition programs, capability portfolios, or enterprise-level resource-allocation activitiesFamiliarity with appropriations law, fiscal controls, reprogramming thresholds, and congressional notification requirementsExperience using Department financial-management, programming, budgeting, or execution-reporting systemsExperience briefing senior executives, general or flag officers, Senior Executive Service personnel, or congressional staffAdvanced proficiency with Microsoft Excel, PowerPoint, and other analytical and executive-briefing toolsEducational Requirements:BS Degree in a related discipline.Masters Degree in a related field Desired.Clearance Requirements: Current TS/SCI clearance required. The pay range for this position is $180,000/year to $230,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors.
