About The Role
Modern Technology Solutions, Inc. (MTSI) is seeking a SATCOM Enterprise Operations Integration Specialist to join our team at Schriever Space Force Base (SSFB) in Colorado Springs, CO.The MSEIT effort provides leading edge Systems Engineering & Integration (SE&I) for the Space Force’s Space Systems Command (SSC) and Mission Delta 8 (MD 8). We acquire and deliver state-of-the art Military and Commercial Satellite Communications (SATCOM) systems, providing global, secure, survivable, and protected communications for our nation’s warfighters. We seek technically-qualified individuals who will thrive in a dynamic, highly-collaborative work environment comprised of small teams, using the most modern tools and methodologies in integrating complex space, ground, and enterprise communications systems and infrastructure.Key Responsibilities:Provide expertise in planning, scheduling, analysis, acquisition, operational concepts, requirements verification, site activation, creating and evaluating technical documentation, and capability integration of SATCOM capabilities at SSFB.Facilitate technical and programmatic liaison between operational units, stakeholders, contractors, SSC Program Offices, and HQ Combat Forces Command (CFC)Develop, review, and/or contribute to various capability integration, infrastructure, and related life cycle documentation to include, but not limited to: reports, briefings, Integration Plans, Operational Acceptance (OA) Plans, and Initial Operational Capability (IOC) Plans, Site Activation Plans, operational schedules, agreements, memorandum, Request for Proposal (RFP) documentation, Development Contractor Contract Data Requirements List (CDRL) documents, etc.Lead and/or manage capability integration processes and activities, define requirements, integrate site activation activities, assess system modifications/ upgrades/changes, manage workstation and equipment installation, evaluate program office transition readiness against operational requirements and schedules, monitor progress, identify/assess deficiencies and potential risks, document transition lessons learned for process improvement, and report status with recommendations as requiredParticipate in and/or facilitate integration planning forums and working groups to include, but not limited to: Directorate forums, technical working groups, Facility Utilization working groups and boards, Mission Protection boards and working groups, Integration meetings, training requirements assessment, technical design reviews, etc.Develop and maintain SATCOM integration schedules and related documentationAssess and develop facility infrastructure requirements, assess facility power and cooling allocation data, assess and facilitate site infrastructure communications and modification, and other required site activation planningCreate and manage electronic databasesWork Environment:Location: On-siteTravel Requirements: MinimalWorking Hours: StandardQualifications:Required:Active Secret clearance required for this positionBachelor’s degree5+ years related experience in DoD systems acquisition life cycle management, transition, and/or operationsProgram Office and HQ Combat Forces Command (CFC) (previous Space Operations Command) process knowledge/experienceExperience in capability transition to operations, integration, and support (Operational Acceptance, Initial Operational Capability, site activation)Working autonomously with Government customer, leading teams and projects, establishing/executing/monitoring milestone and critical path activitiesExperience developing/reviewing life cycle management documentation (Transition Plans, Materiel Fielding Plans, Site Activation Plans, etc.)Understanding of DoD and joint service acquisition instructions and policyProficiency with Operation of the Adaptive Acquisition Framework (DoDI 5000 series)Proficient with Integrated Life Cycle Management (AFI 63-101/20-101)Proficient with System transition to operations and supportKnowledge of 12 Integrated Product Support ElementsProficient with writing acquisition-related technical documentationProficient with Microsoft Office products (Word, Excel, PowerPoint)Possess strong interpersonal, communication (oral and written), and presentation skillsPossess demonstrated ability to clearly and accurately articulate guidance, planning concepts, ideas, recommendations and options to customers, senior leaders, and stakeholdersDesired Skills and Experience:Active DoD Top Secret clearance, SCI eligibleBachelor’s degree in engineering, math, physics, computer science, or equivalent technical fieldKnowledge of SATCOM Satellite Operations, technical orders, and trainingExperience in SATCOM space operationsFamiliarity with HQ Combat Forces Command (CFC) (previously Space Operations Command)10+ years related experience in DoD systems acquisition life cycle management, transition, and/or operationsProfessional certifications such as INCOSE CSEP or ESEPDAWIA Certifications, such as Program Management Level 1Compensation: The pay range for this position in Colorado is $91,000/year to $114,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
