About The Role

The House of Commons’ Parliamentary Precinct Operations is currently looking to staff the Manager, Tenant Services position.

This recruitment and selection process is restricted to employees working within Parliamentary Precinct Operations at the House of Commons Administration.  

We are seeking a dynamic and client-focused Manager to lead the delivery of a diverse portfolio of services supporting Members of Parliament and the House Administration. This role is responsible for overseeing tenant service operations, managing service providers and contracts, leading project delivery which include design services, resolving complex issues, developing and maintaining standardized service procedures, and driving continuous improvement through performance measurement, monitoring, and reporting.

Reporting to the Deputy Director, Tenant Operations, the Manager, Tenant Services provides leadership to a multidisciplinary team and works closely with internal and external partners to ensure the highest standards of service delivery.

This position is part of an evolving organizational structure. As our organization continues to refine its operating model and service delivery approach, the responsibilities, reporting relationships, and scope of the role may be adjusted to align with future business needs.

Education

  • Post-secondary education in a relevant field such as business administration, facilities management, public administration, project management, or a related field, or an acceptable combination of education, training, and experience.

Experience

  • Experience leading operational service delivery programs and managing a diverse portfolio of client-focused services;
  • Experience leading and developing multidisciplinary teams, including managing performance, ensuring adherence to terms and conditions of employment, and fostering a healthy work environment;
  • Experience planning, managing, and delivering projects involving building management, occupancy, refurbishments, relocations, or service improvements;
  • Experience developing and implementing operational plans, policies, procedures, service standards, performance measures, and reporting frameworks;
  • Experience managing budgets, forecasting costs, monitoring expenditures, and preparing financial analyses and reports;
  • Experience collaborating with internal and external senior stakeholders and service providers to coordinate services, build consensus, and resolve complex operational issues and escalations.
  • Well-developed analytical and problem-solving skills, and extensive experience in juggling priorities in the face of competing demands;
  • Knowledge of project and contract management principles and continuous improvement practices.

Assets

  • Knowledge of tenant services, facilities operations, or building support services;
  • Professional certification in project management, facilities management, leadership, or a related discipline;
  • Knowledge of relevant Members’ entitlements contained in the Members’ Allowances and Services Manual in order to respond knowledgeably to questions and complaints from clients.
