In July 2024, the World Bank Group launched the WBG Guarantee Platform (WBG-GP), a major upgrade to its guarantees business that will deliver improved guarantee access through a unified team at MIGA, as well as innovative new guarantee solutions. These reforms will help position MIGA to achieve the goal of tripling annual guarantee issuance to $20 billion by 2030. The Operational Strategy and Financing Solutions (MIGIG) unit within MIGA plays an important role in unlocking the potential of the WBG Guarantee Platform. With the launch of the Guarantee Platform, demand for technical support to identify bankable private sector projects, particularly those requiring WBG guarantee support, has rebounded and is expected to grow. The platform provides an opportunity to develop new guarantee solutions that combine individual guarantee products and WBG lending, provide portfolio covers, and support country platforms. Unlocking this potential requires greater focus on identifying opportunities at the regional level, engaging with global challenge programs, and coordinating with an emerging set of climate finance instruments. As part of MIGOP, MIGIG falls under the MIGA Industries Directorate, where it supports strategic midstream engagement with World Bank teams in regions and global practices. MIGIG holds responsibility for IBRD/IDA guarantee products and coordinates closely with MIGOP Regional Heads and MIGOP Industries and Financial Institutions Group units to identify and originate novel guarantee programs and projects for the WBG Guarantee Platform. The Infrastructure Specialist, based in Washington, D.C., will work closely with colleagues across the WBG-Guarantee Platform. This role involves providing financial solutions and expertise in support of infrastructure investments across all sectors and regions. Responsibilities include developing, structuring, and implementing project pipelines and transactions, creating financial and risk analysis, and employing credit enhancement and risk mitigation solutions to mobilize private capital on competitive terms for government clients. The role requires a strong understanding of financial markets, financial analysis, and various debt instruments related to infrastructure and project financing. The Infrastructure Specialist will report to the Practice Manager of MIGIG. Duties and Accountabilities • Advise clients internally and externally (governments), on the development and effective implementation of private investments for sustainable development in infrastructure with a specific focus on private sector financing and climate transitions. • Support the expansion of project pipeline, especially in infrastructure that are being targeted to mobilize private sector financing. This includes (i) identification of opportunities and candidate projects, and (ii) relationship building and management with both clients (banks, institutional investors, credit analysts). • Support Senior and Lead Infrastructure Finance specialists during preparation, structuring, negotiation, closing, and monitoring of transactions of investment and policy operations, with a focus on development and effective implementation of mobilizing commercial capital for sustainable development. • Work with World Bank Task Teams as an integral part of the project team, to conduct due diligence for infrastructure finance operations with a special focus on financial analysis and structuring financial solutions for raising commercial financing. • Develop and lead conceptualization of MIGIG marketing materials and documentation as well as knowledge products (including webinars, dissemination brochures, country case studies and lessons learned from operations) • Being integral part of project teams focusing on: • risk assessment and risk allocation, • financial structuring and analysis, • transaction design, structuring and transaction processing, • assessment of readiness of infrastructure projects to be taken to financial markets for long term funding, and • project implementation and monitoring
