MIGA’s Economics and Sustainability Group (MIGES) consists of several areas of excellence: Economics, Environment and Social, Climate, Gender, and Evaluations. The Evaluation Unit (MIGEV) is seeking a Senior Evaluation Officer who is technically capable, dynamic, proactive, and a team player. The successful candidate will have strong analytical skills and experience in monitoring and evaluating development outcomes in complex projects in both public and private sectors, with solid financial and technical background. Senior Evaluation Specialist will be leading MIGA self-evaluation of projects with other MIGA staff and contributing to operational effectiveness of MIGA self-evaluation practices and coordination with IEG. The Senior Evaluation Specialist will also contribute to collecting results data and performance indicators, including Scorecard FY24-30 and communicating operational results and distinctive roles of Guarantee instruments with an emphasis on green, resilient, and inclusive development by mobilizing private capital and working as One World Bank Group within the WBG and beyond. The ideal candidate will have excellent communication, interpersonal, and analytical skills with expertise in economic research, result measurement, monitoring and evaluation and a strong interest in enhancing development impact analysis of financial instruments. The position will be based at the WBG Guarantees/MIGA office in Washington, DC and will report to the Manager of Gender and Evaluation in MIGES. DUTIES AND RESPONSIBILITIES Senior Evaluation Officer is expected to work with high degree of autonomy under the overall supervision of the Manager and Chief Evaluation Officer and be able to guide and mentor more junior staff in MIGEV • Contribute to MIGA's self-evaluation program. Contribute to the MIGA's self-evaluation program(s) across the whole cycle; b) conduct self-evaluation of Projects in accordance with MIGA evaluative approach, data sources, and distilling lessons from previous exercises; c) Contribute to the improved efficiency of MIGA project evaluative approach; d) Identify opportunities to improve evaluation metrics and methodologies when appropriate, e) support discussions on review and update of IEG methodologies • Contribute to Monitoring and Results Reporting at MIGA a) Support MIGA initiatives related to improved efficiency of development data collection system and process. Identify possible enhancement of data collection practices, systems and requirements; b) Gather and consolidate inputs to the WBG and MIGA Corporate Scorecard (CSC) reporting with necessary quality assurance; c) Support engagement with WBG on Scorecard and Result measurement ensuring consistency in application of scorecard methodologies, d) support evaluation, audit, mid- term review and any update of Scorecard approach as needed, with focus on WBG-GP guarantee projects • Contribute to MIGA’s review of evaluation reports and products by the WBG Independent Evaluation Group (IEG). Apply professional and evaluation standards to critically validate IEG's evaluative work on MIGA. This includes a) commenting on the IEG's thematic evaluation reports; Apply advanced quantitative and qualitative methods appropriately to compare, contrast, and synthesize complex data and other information to gather evidence and analysis; b) Lead active discussions with different stakeholders, operational staff, legal staff, and management regarding performance and derived evaluative judgment; c) Coordinate MIGA's comments and feedback to IEG with relevant World Bank Group counterparts. Prepare high-quality drafts as requested by the Manager/Chief Evaluation officer for these deliverables. • Act as counterpart for IEG’s evaluative activities for MIGA Staying abreast of the schedule of IEG's evaluation activities and proactively coordinate IEG's evaluative work including 1) facilitating evaluation work through responding data, document, and meeting requests; 2) proactively engaging with the evaluation team for underlying data in anticipation of eventual review of evaluative reports and recommendations. • Contribute to MIGA's Information Sharing Agenda Identify lessons from project evaluations, monitoring data, and other operational and outside information. Provide quarterly reports on lessons with relevance to MIGA projects; b) Identify a medium of communication for disseminating lessons and support Manager and Chief Evaluation Officer in disseminating lessons; b) help to create better record system for the evaluation reports and other information to be shared with MIGA and broader WBG staff. • Contribute to Monitoring and Results Reporting at MIGA Support MIGA initiatives related to improved efficiency of development data collection system and process. Identify possible enhancement of data collection practices, systems and requirements; Support evaluation, audit, mid- term review and any update of Scorecard approach as needed, with focus on guarantee projects.
