Key Responsibilities End to End IT Procurement Management Manage the full procurement lifecycle for IT equipment and services, including servers, network equipment, enduser devices, software licenses, and IT outsourcing services. Handle requirement confirmation, supplier sourcing and screening, RFQ/RFP coordination, price comparison, contract execution, purchase order tracking, delivery acceptance, and invoice reconciliation. Policy & Process Optimization Participate in the development and continuous improvement of procurement policies, workflows, and standard templates, such as RFQs, bid comparison sheets, and contract templates. Market Intelligence & Supplier Development Develop, maintain, and optimize IT supplier networks. Monitor IT hardware market trends, including technology evolution and pricing movements for components such as chips, GPUs, storage solutions, and network equipment. Provide market intelligence and insights to support sourcing and procurement decisions. Commercial Negotiation Lead and participate in supplier negotiations to achieve favorable commercial terms across pricing, quality, payment terms, and service conditions. Cost Optimization Identify emerging suppliers, alternative solutions, and market innovations to support costsaving initiatives and substitution opportunities. Assist in evaluating costreduction and valueenhancement proposals. Budget Management Participate in the preparation, consolidation, and management of annual IT procurement budgets. Support procurement planning and budget execution tracking. Complete other adhoc tasks assigned by management. Qualifications Diploma, degree or above; majors in Logistics Management, Supply Chain Management, Computer Science, Information Technology, or related fields are preferred. Candidates from nonrelated majors with strong handson procurement experience are also considered. At least 5 years of procurement experience, preferably in IT procurement or indirect sourcing roles. Basic knowledge of computer hardware, including servers (CPU, memory, storage configurations), networking equipment (switches, routers, firewalls), and enduser devices such as desktop, laptop, monitor, video/audio conference devices. Familiarity with technologies such as Internet line, cloud and highspeed networking is a strong plus. Solid understanding of procurement processes with proven skills in commercial negotiation, contract management, and supplier management. Ability to conduct effective bid comparisons and negotiations under information asymmetry. Proficient in Microsoft Office tools, especially Excel. Experience with ERP or SRM systems is preferred. Detailoriented, responsible, and professional. Strong crossfunctional communication and coordination skills, with the ability to work effectively with IT, finance, legal, and business teams. Proficiency in Mandarin and fluent English to working with Chinese speaking stakeholders
