About The Role

Mission To manage and lead the plant, equipment and site logistics capability on the North-South Commuter Railway (NSCR) project. The Plant & Site Logistics Manager holds full responsibility for the plant and equipment portfolio, covering investment, acquisition, rental, administration, maintenance and divestment, for the internal transport of materials and equipment from the warehouses to the work fronts and between site locations, and for the provision, installation and removal of temporary site facilities such as site offices, scaffolding, ventilation and lighting. He leads the plant, site logistics and fleet teams, including interim labour, and is accountable for the safety, availability, utilisation and cost performance of the plant and logistics function. The position suits an experienced professional with a minimum of 15 years' experience in plant and site logistics management on linear railway or road projects. Main Responsibilities Plant and Equipment Strategy • Define the plant and equipment strategy for the project, deciding between purchase and rental for each item on the basis of cost, utilisation and project duration. • Prepare and approve investment requests and purchase requisitions, manage the acquisition, administration and divestment of plant, and coordinate mobilisation, demobilisation and allocation across the work fronts to avoid idle plant. Maintenance and Spare Parts Management • Administer and maintain a computerised maintenance management system (CMMS) for work assignment, prioritisation of preventive maintenance and avoidance of costly corrective maintenance. • Ensure the maintenance and servicing of all vehicles and machines, define and manage the spare parts policy, stock levels and lead times, and implement corrective actions on recurring failures. Site Logistics and Fleet • Plan and coordinate the internal transport and delivery of materials and equipment from the warehouses to the work fronts and between site locations, ensuring resources reach each work front on time. • Liaise with project management, sub-system managers and subcontractors to anticipate logistics and equipment needs, manage logistics and rental service providers, and manage the project pool of light vehicles, vans and buses. Temporary Site Facilities • Manage the installation, maintenance and removal of temporary site facilities and works, including site offices, scaffolding, ventilation and lighting, and coordinate their mobilisation and demobilisation as work fronts open, relocate and close. • Ensure compliance with applicable regulations and permits for transport, lifting operations and temporary site installations, coordinating with the authorities and local government units where required. Budget and Cost Control • Prepare and manage the yearly budget of the department, covering plant, equipment and site logistics operations. • Monitor plant utilisation rates, rental, maintenance and logistics costs against budget, validate supplier and transport invoices, and report monthly on budget compliance and maintenance related KPIs. Team Leadership • Lead, supervise and monitor the plant, site logistics and fleet teams, including interim labour, conduct performance evaluations, and ensure the training and career development of the department personnel. HSE, Quality and Risk • Conduct safety meetings and training regularly with the Health and Safety Department, with particular attention to lifting, transport and temporary works. • Ensure that plant, lifting equipment and vehicles are certified, inspected and operated by qualified personnel, identify and mitigate risks prior to works commencing, and ensure the implementation of company policies and procedures. Profile Education • Degree in mechanical engineering or a similar discipline. Essential • Minimum of 15 years' experience in plant and site logistics management on linear projects, railway or road. • Proven track record in managing a project plant fleet: purchase versus rental strategy, mobilisation, utilisation control and divestment. • Solid knowledge of maintenance and spare parts management, with practical use of a computerised maintenance management system. • Experience in site logistics: internal transport, material flow to the work fronts and temporary site facilities. • Proven leadership and people management, including the management of rental suppliers and service providers. • Demonstrated history in safety and risk compliance, in particular for lifting operations, transport and temporary works. • Financial and commercial management skills, including budget preparation, cost reduction and forecasting. • Fluent in English, spoken and written. Desirable • Experience on international projects in a multicultural environment, ideally in South East Asia. • Knowledge of local regulations and permitting for transport, lifting operations and temporary installations. • Proficiency in MS Office and in plant maintenance and spare parts management software. Personal Qualities • Strong leadership, organisation and communication skills, with the ability to manage multidisciplinary teams in a multicultural environment. • Rigorous, proactive and results-oriented, willing to work on site and adapt to field conditions, including night and possession works.
