Personnel Manager

About The Role
Key responsibilities of the position include, but not limited to
- Investigations: Conduct interviews for departmental level investigations; assist and coordinate with
the City Attorney’s Office and Personnel Services; track cases, and prepare legal memos.
- Employee Action Forms (EAFs): Prepare, review, and process EAFs requiring Director or City Manager
approval; prepare all other department EAFs.
- Employee Support: Manage department interactive processes (IP) with Personnel Services; track
- status of IP; track long-term absences, workers’ compensation, and fit-for-duty evaluations; serve as a
- liaison between department and the Risk Division; confirm Payroll aligns with accommodation and/or
- leave requests.
- Labor Relations: Ensure compliance with MOUs; assist with grievances; and partner with Personnel
Services and the Labor Division on departmental changes.

- Performance Management: Prepare and track evaluations; review supervisor/manager evaluations;
- support employee development; and partner with the Training Division to ensure department staff attends
- mandated training.
- Policies: Draft, review, and maintain department personnel policies for consistency and relevancy.
- Staffing & Recruitment: Oversee vacancies, certified lists, hiring processes, contingent offers,
reference checks, and onboarding; ensure department selection processes are consistent with City policy.
- Personnel Actions: Enter requests for position conversions, requisitions, job offers, and evaluation
data.
- Safety & Compliance: OSHA and safety compliance; conduct reasonable suspicion.
- Current vacancies exist at the Fresno Animal Center and the Department of Public Utilities. This
- classification exists throughout the City; therefore, the City may choose to utilize this recruitment to fill
- future vacancies.
- This is an unclassified position in which the incumbent serves at the will of the Department Director.

Requirements
Qualifications
Qualified Candidates Must Possess
- Graduation from an accredited college or university with a Bachelor's Degree in business administration,
public administration, or closely related field;
AND
- Four years of progressively responsible professional personnel, management, or administrative
- experience. Additional qualifying experience may be substituted for the education on a year-for-year basis,
- up to a maximum of two years. Copy of degree and/or transcripts must be uploaded to the application.
- Possession and continued maintenance of a valid California Driver's License at time of appointment.
- Candidates considered for hire must provide proof of a valid driver's license and current copy of their
- driving record.
- Qualified candidates certified for consideration will be required to successfully pass a Department
- interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.
