About The Role
Job Overview Associate Director - EPMO is responsible for leading the Enterprise Project Management Office (EPMO) strategy and overseeing the successful delivery of strategic technology programs across the organization. EPMO function to ensure structured governance, disciplined execution, and alignment of all major initiatives with the organization’s strategic priorities. The role ensures that technology investments support business growth, regulatory compliance, operational efficiency, and digital innovation. Operating within the regulatory framework of the Central Bank of the UAE (CBUAE), the position ensures that technology programs comply with applicable regulations, risk frameworks, and cybersecurity standards. This Role works closely with executive leadership and cross-functional departments to drive enterprise transformation, optimize costs, enhance operational efficiency, and leverage emerging technologies that strengthen the organization’s competitive position while reducing manual dependencies. Key Responsibilities Enterprise Program Governance Establish and manage the Enterprise Project Management Office (EPMO) to govern all strategic programs and technology initiatives. Develops, implements, and maintains project management methodologies, best practices, benefits realization, risk oversight and consistent reporting standards Ensure adherence to strict timelines, quality standards, and project governance practices across all strategic initiatives Regulatory and Compliance Alignment Ensure technology strategy and program delivery comply with CBUAE regulatory requirements, cybersecurity frameworks, and financial sector standards. Partner with Risk, Compliance, and Internal Audit teams to ensure technology initiatives align with regulatory expectations and risk management frameworks. Maintain strong governance and documentation to support regulatory audits and compliance reviews. Strategic Program Delivery Ensures all programs and projects directly support the long-term goals and strategy of the enterprise Lead the execution of large-scale enterprise technology programs across multiple departments. Identifies and manages cross-project dependencies, risks, and trade-offs to ensure successful execution. Monitor program progress, risk mitigation, and benefits realization through enterprise dashboards and reporting Enterprise Collaboration Work closely with business leaders to identify opportunities for technology-driven transformation. Promote cross-departmental collaboration to ensure technology solutions address enterprise-wide business needs. Align technology initiatives with operational, financial, and strategic priorities of the organization. Cost Optimization & Operational Efficiency Ensure efficient utilization of technology budgets, resources and optimize vendor engagements and delivery models. Promote solutions that reduce manual workload, improve productivity, and strengthen operational resilience. Leadership & Team Development Lead and mentor program managers and project managers across locations. Build a culture of accountability, performance excellence, and innovation within the Program Management Office and technology teams. Qualification & Experience Bachelor’s or Master’s degree in Information Technology, Computer Science, Engineering, or related discipline. MBA or relevant postgraduate qualification preferred. 12-15 years of experience including 5+ years of experience in project/program management within financial services, fintech, technology service provider, or regulated industries. Proven experience in large-scale program management. Experience in managing multi-location technology teams (onshore & offshore). Professional certifications (must): PMP, PgMP, or equivalent. Competencies Business & Market Insight- Ability to translate business requirements and customer expectations into enterprise technology programs that strengthen the organization's competitive advantage. Regulatory Compliance Leadership- Demonstrates strong understanding of regulatory frameworks, ensuring technology strategies and initiatives remain compliant with CBUAE requirements and industry standards. Leadership Communication- Communicates complex technology strategies clearly to executive leadership and stakeholders while driving alignment and accountability across teams. Cross-Department Collaboration - Builds strong partnerships with business, operations, finance, risk, and compliance teams to deliver integrated enterprise solutions. Execution of Strategic Initiatives- Demonstrates strong execution capability by translating strategic plans into measurable outcomes through disciplined program governance and delivery.
