About The Role

The Logistics Officer (Procurement) supports the North-East Area Office by ensuring timely, compliant and efficient procurement of goods, works and services in accordance with NRC policies, donor requirements and Ukrainian legislation.

The role contributes to programme implementation through procurement planning, market analysis, contract management and supplier performance monitoring.

The purpose of this role is to implement procurement activities that ensure value for money, fair competition, transparency and timely delivery of procurement services to programme and support functions.

Generic Responsibilities

  1. Implement and manage delegated procurement activities throughout the procurement cycle, from planning to contract award, in accordance with NRC policies, procedures, donor requirements and applicable legislation.
  2. Provide procurement advice and support to programme and support departments.
  3. Prepare procurement reports and maintain accurate procurement records.
  4. Ensure complete procurement filing and audit trail.
  5. Promote continuous improvement of procurement processes.
  6. Support development and implementation of procurement SOPs and tools.
  7. Compliance and adherence to NRC policies, guidance, procedures and donor requirements.

Specific responsibilities

  1. Support procurement planning by coordinating with Programme and Support departments, reviewing procurement requirements and maintaining updated Procurement Plans.
  2. Review Procurement Requests to ensure completeness, accuracy, budget availability and compliance before initiating procurement processes.
  3. Conduct market assessments, supplier sourcing, supplier prequalification (where applicable) and maintain an active supplier database including supplier performance information.
  4. Prepare and manage procurement documentation including RFQs, CBAs, Tender Committee documentation, Purchase Orders, Contracts and Framework Agreements.
  5. Manage delegated procurement processes from solicitation through evaluation, negotiation, contract award and supplier communication while ensuring transparency, competition and value for money.
  6. Act as Secretary of Tender Committee meetings when assigned, prepare Tender Committee documentation and ensure all decisions are properly documented and signed.
  7. Ensure all procurement documentation is reviewed, approved and signed by authorized staff before commitments are made to suppliers.
  8. Maintain complete procurement records in UNIT4, eTB, Filing Tree and other NRC systems, ensuring timely uploading of procurement documentation and accurate tracking of procurement stages.
  9. Monitor procurement progress and provide regular procurement pipeline updates, trackers, reports and analyses to the Logistics Coordinator and management.
  10. Coordinate closely with Programme, Finance, HR/Admin, Logistics and other stakeholders to ensure timely procurement implementation and delivery.
  11. Participate in partner procurement reviews, procurement capacity strengthening and compliance assessments when delegated.
  12. Ensure compliance with NRC procurement procedures, donor regulations, procurement thresholds, segregation of duties and ethical standards throughout all procurement activities.
  13. Report suspected fraud, corruption or procurement irregularities through established NRC reporting mechanisms.
  14. Perform any other duties related to the position as assigned by the Line Manager.

Generic professional competencies

  • Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Logistics or another relevant field.
  • Minimum two years of professional experience in procurement, supply chain or logistics.
  • Experience managing competitive procurement processes, including preparation and management of RFQs, ITBs, RFPs, bid evaluations, Tender Committee processes, contract negotiations and contract awards.
  • Knowledge of donor procurement regulations and compliance requirements.
  • Experience using ERP or procurement management systems (UNIT4, eTB or similar is an asset).
  • Strong analytical, organizational and communication skills.
  • Advanced MS Office skills, particularly Excel and Word.
  • Knowledge of English in the Intermediate level, fluent in Ukrainian.
