About the Department
The Clean & Green Service is responsible for maintaining clean, safe and attractive public spaces across Thurrock. Operating within the new locality-based structure, our teams deliver a wide range of environmental services including street cleansing, grounds maintenance and waste-related activities.
Working collaboratively across services, we are committed to improving local environments, responding to community needs and delivering visible improvements across the borough. This role plays a key part in helping us achieve high standards of cleanliness and environmental quality
About the Role
As an NLGV Driver/Working Team Leader – Street Cleansing , you will be responsible for
- Leading and motivating a locality-based team of street cleansing operatives to deliver high-quality services across a designated area.
- Allocating, monitoring and prioritising daily workloads to ensure routes and tasks are completed to agreed standards and timescales.
- Carrying out quality inspections and monitoring performance to ensure service standards are consistently achieved.
- Supporting and promoting a positive health and safety culture, including undertaking dynamic risk assessments and ensuring safe working practices.
- Undertaking a range of practical street cleansing activities including street sweeping, litter picking, leaf clearance, weed removal, fly-tip clearance and litter bin servicing.
- Operating and overseeing the use of mechanical sweepers, pedestrian-operated cleaning equipment and other plant and machinery.
- Ensuring vehicle, equipment and PPE checks are completed and accurately recorded.
- Using digital work management systems to record work activity, inspections and service requests.
- Acting as the first point of contact for operational issues raised by staff, residents, councillors and partner services.
- Supporting staff development through mentoring, coaching and on-the-job guidance.

What We’re Looking For
We're looking for someone who has
- Experience leading or supervising operational, cleansing or environmental services teams.
- Strong communication and motivational skills, with the ability to lead by example.
- Sound knowledge of street cleansing techniques and service delivery standards.
- Experience using mechanical sweepers, pedestrian-operated sweepers, leaf blowers and similar equipment.
- Experience carrying out inspections and monitoring work quality.
- Competence in using digital systems for scheduling, reporting and work management.
- A commitment to health and safety, teamwork and excellent customer service.
- The ability to work outdoors in all weather conditions and adapt to changing service priorities.
Essential qualifications
- Full Category B Driving Licence.
- Ability to drive and operate a range of non-LGV vehicles, including vehicles up to 3.5 tonnes GVW and mechanical sweepers.
- RFQ Level 2 in Street Cleansing or a similar qualification.
Desirable qualifications
- Formal supervisory or leadership qualification (e.g. ILM Level 2 or equivalent).
- PA1/PA6 Herbicide Application Certification.
- First Aid Certificate.
- Knowledge of COPLAR 2019 standards and their operational application.
DBS Check: Not Required.
