About The Role
Reporting Structure: Reports to Chief Vigilance Officer (CVO) Education: Graduate degree in Engineering, Law, or Finance from a recognized university. Highly Desirable: A Degree in Law (LLB) or a Master's degree in a relevant field. Certifications: Relevant certifications would be added advantage Experience (years): This role is designed for a seasoned professional with minimum 10 to 15 years of experience in performing vigilance reviews, audits, and investigations within the Indian public sector (PSUs, Government Departments, Subsidiaries of PSU or Autonomous Bodies). Role Overview As an Individual Contributor (IC), you will be responsible for the end-to-end execution of vigilance functions, ensuring organizational integrity, transparency, and compliance with the guidelines of the Central Vigilance Commission (CVC) and the parent Reserve Bank of India . You will act as a subject matter expert in identifying "vigilance angles" in complex operational and financial transactions. You will be assisting CVO in promoting integrity, transparency and ethical practices across the organization by assisting in investigations, monitoring compliance, preventing fraud, misconduct and irregularities. Industry: Information technology / Banking and Financial services / Auditing / Cyber Security consulting Responsibilities Preventive Vigilance & Systemic Improvements Identify sensitive/corruption-prone spots within the organization and monitor personnel in these areas. Examine existing procedures to eliminate factors that provide opportunities for malpractices. Propose remedial measures and systemic improvements to enhance operational transparency. Conduct awareness programs and training sessions for employees on ethical practices and conduct rules. Track and follow up on Audit Chair suggestions, audit observations, whistleblowers complaints and vigilance cases. C oordinate with internal departments, Parent company and external agencies/Authorities, if needed. Surveillance & Detection Plan and execute regular and surprise inspections to detect system failures or corruption. Punitive Vigilance & Investigations Conduct or initiate investigations into credible allegations of corruption, abuse of authority, or unethical practices. Prepare detailed investigation reports for the Disciplinary Authority. Coordinate with external legal agencies if required. Compliance & Reporting Ensure strict adherence to CVC guidelines and RBI guidelines and the organization’s Vigilance policy Manual. Prepare and submit Quarterly Progress Reports (QPR) and other periodic statutory returns Professional Experience: Minimum 10 years of post-qualification experience, with a significant portion in Vigilance, Internal Audit, or Investigation/ Forensic departments of a Central/State Govt. or PSU or any other reputed organisation. Experience in public procurement, contract management, or technical audits of technology hardware and software is a major advantage. Technical Skills: In-depth knowledge of Prevention of Corruption Act, 1988 , and CVC Manual . Proficiency in identifying early warning signals (red flags) of fraud. Experience with GeM (Government e-Marketplace) operations, CPPP portal and General Financial Rules (GFR). Employment Type All positions are of fixed term contract on a full-time basis exclusively for ReBIT, initially for a period of five years, extendable by mutual consent.
