About The Role
Position: Deputy Manager – Human Resources Location: Mumbai Position Purpose: Managing Payroll, HR Regulatory and Statutory compliance & HR operations. Principal Accountabilities: · Employee Payroll management for 2 entities · Manage monthly payroll and arrears basis payroll policy, attendance and leave policy · Responsible for monthly payroll inputs, output validation, maker -checker, and instructions for release of salary. · Oversee and validate payroll related regulatory payments e.g PT, PF, Gratuity, Leave Encashment etc · Check and validate each month the compliance to minimum wage data for each state, initiate changes in CTC structure for compliance where applicable. · Responsible to validate the correct calculation and deduction of the 20% statutory deferral of Net pay for select employees. Maintain and validate the list of covered employees each month. · Create and publish payroll related reporting and analytics to mgmt. team and finance. · Managing of the payroll IT system · Administration of payroll system e.g approval for publishing monthly upload of payslip/TCS · Managing annual exercises on the system e.g tax declaration, declaration validation etc – testing, employee communication, accuracy and timely closure. · Testing and approval of the payroll system for upgrades and in line with the latest IT policies. · Responsible for payroll related employee reimbursements, policy administration. · Overall management of correct employee TCS calculation, timely remittance of tax as per law and annual Form16 · Employee full and final settlement for exited employees · Timely payment of statutory dues Tax deducted at source, PF and Gratuity. · Manage employee queries related to employee payroll ensuring issues and queries are resolved and responded to within time. · Manage the overall relationship with the payroll vendor well. HR Operations · Countrywide (all employee) HR Statutory Compliance – support entire gamut of Labour laws for 2 entities. · Managing Sodexo (Food Card) relationship with vendor, Card allocation and closure for employees, and monthly remittance of money. · Managing relationship with Orix (Car lease vendor), correct monthly deductions in lieu of car lease, insurance, compliances, agreements for each car lease, employee tax benefits calculation, Car lease foreclosure mgmt. etc · Manage NPS for employees - employee enrolment and exit from NPS, PRAN generation and mapping to Invesco, and remittance to employee accounts in each payroll basis the amounts selected by employees. Ensuring correct tax benefits to employees in line with the IT policy. · Managing statutory Retiral operations (PF & Gratuity) · Enrolling employees to statutory retiral schemes in timely manner · Supporting employee queries wrt these both during employment and post-employment. · Sharing reports & information with the retiral statutory authority · Supporting annual returns, valuations & audits for different statutory retiral schemes. · Managing employee documentations wrt these as per statutory norms. · Internal Audit and conformance to HR Risk framework · Support HR & payroll quarterly internal audits & statutory audits · Support HR risk framework related requirements · Reporting – monthly reports to the Risk function basis agreed framework · Regulatory compliances, declarations and annual, quarterly and monthly endorsements covering aspects of NISM certification compliance, Executive Remuneration Declaration, Remuneration for balance sheet, and declarations to the Board. · Responsible for the HR data for Actuarial valuations for Leave and Gratuity · Document management for ease of access and compliance · Employee document management on HRIS system as well as offline. · Trade licences and registration certificates for all government agencies as required · Statutory files, registers and returns filed to government agencies · Reponses and closure documents for any notices issued by government authorities or any inspections · Vendor contracts, employee contracts, insurance policies, etc · Issuing employee letters for requisite processes or basis employee requests, ensuring all letters are part of employee documents as well. Manage all HR statutory compliances for employees, contractual staff and outsourced · Annual Return under Payment of Bonus Act · Annual Return under Maternity Benefit Act · Annual Return under Employees Compensation Act · Annual Return under POSH · Annual Return under Shop & Establishment Act - Maharashtra · Annual Return under Shops & Establishment Act - Gujarat · Integrated Annual return - Telangana · "Karnataka Annual Return in Form U under Various Act as below, · Minimum Wages Act · Payment of Wages Act · Maternity Benefit Act · Contract Labour (R&A) Act" · Half yearly return under Form 2 Subsistence Allowance Act - Tamil Nadu (Chennai & Coimbatore) · "Annual Return for Tamil Nadu (Chennai & Coimbatore) · Form III - Minimum Wages Act · Form K - Maternity Benefit Act · Form IV - Payment of Wages Act · Form A - Labour Welfare Fund Act · Form C - Labour Welfare Fund Unpaid Accumulation Act · Form XXV - Contract Labour Act · Form 2 - Permanent and confirmation Act " · "Annual Return on Shram Suvidha Portal under Various Act as below, · Payment of Bonus Act · Minimum Wages Act · Payment of Wages Act · Maternity Benefit Act · Contract Labour (R&A) Act · Industrial Disputes Act" · Intimation of ICC members details - Mumbai, Pune, Karnataka, and Telangana · Submission of Equal Opportunity Policy under RPwD Act · Minimum Wages Act, 1948 · Equal Remuneration Act, 1976 · ESIC compliance and annual returns · Professional Tax compliance, payments and annual returns across all applicable states where the organisation has offices. · Labour Welfare Fund – compliance and filing of returns · Provident Fund – filing of returns and compliance as per act · Gratuity – payments, filing returns and filing form L for each employee who is paid gratuity · CLRA – compliance and filing returns under Contract Labour Regulation Act · Liaison with local branch offices and government officials as per need Employee Separation management · Ownership for the employee exit process · Ensuring timely data collection on any bonus clawbacks, recoveries from exiting employees as per inputs of stakeholders. · Manage notice period recoveries where applicable, work with legal to ensure notices and reminders and appropriate actions are put in place in case of under recoveries/ absconding employees. · Ensure timely and correct inputs to payroll wrt payments to/from exited employees as applicable. · Ownership for employee FnF closure as per TAT as well as statutory payments done on time · Manage statutory and regulatory reporting wrt exits as applicable. Responsible for Attendance & Leave management for the organization · Administer the Attendance and Leave policy for the organisation · Maintain strong link between the Attendance and Leave process and employee payroll. · Responsible for correct leave credit, use, leave truncation and annual carry forward and leave balance calculations for all employees as per leave policy. · Track leave usage including compliance to policy e.g Block leave etc. · Review and audit all other leave types · Manage statutory leaves & reporting as required – Maternity, Miscarriage, Election etc · Administer the Leave Encashment policy and ensure timely payment through payroll and employee Full and Final settlement. · Administer the employee absconding policy as per laid down process for the same. · Work with legal function for issue of notices and warnings to absconding employees. · Manage process exceptions as laid down in the policy with clear audit trail. · Reporting and analytics on benefits usage and inputs to HR team on employee feedback on benefits, benefits providers and vendors with an overall view to improve benefits administration. Expense and vendor management · Manage enrolment and exit of vendors to company systems as per process · Ownership for storage and retrieval of all documentation related to vendors’ contracts once signed · Manage invoicing and timely payments to vendors as per process including timely approvals from the leaders as per process. · Reporting of expenses as per agreed formats Benefits Management · Mediclaim (Health Insurance) · Management of enrolments of dependents each year on policy renewal or midterm as per policy for each employee. · Managing and driving top up enrollments to bring down health insurance costs · Sharing of dependent and enrolment data with TPA, sharing additions and deletions of covered employees from policy as the case may be. · Liaison with TPA on behalf of employees for reimbursements, claims settlements · Manage employee queries around dependent cards, coverage and claims. · GTL, GPA, Employee compensation insurance · Manage the Nominees under each policy for each employee at time of joining. · Assist employees with change in nominees during employment if required. · Share data with insurance companies/intermediaries – nominees, additions, deletion of employees · Managing annual renewals/adhoc updates in dependents data as per policy · Managing statutory benefits - PF, ESIC, Gratuity, Statutory Bonus · Ensure compliance with all statutory norms · Maintaining data wrt statutory benefits in the required formats prescribed by the government · Ensure filing of returns as required with each authority governing each statutory benefit ensuring compliance and timely completion. · EAP Benefit management – ensure employee awareness, employee queries & drive utilization. · Administration of the employee online library benefit across all offices in partnership with the vendor. · Managing the Salary advance benefit and ensure inputs to payroll for recovery as per policy Knowledge, Skills, Competencies, and Certifications: · Exposure to managing end to end or key parts of employee payroll, statutory compliances and HR operations. · MBA HR or Graduate with experience to manage payroll & HR operations · Good understanding of basic taxation and employee CTC structures. · Good excel skills · Good team player, understands the big picture, willing to learn Preferred Industry Experience: · Banking and Financial Services · 4-6 Years for the junior resource and 5-8 years for the more experiences resource.
