About The Role

Role Purpose

The Electrical and ICT Manager is responsible for overseeing all electrical power and Information and Communications Technology (ICT)/Extra Low Voltage (ELV) systems aspects of the project, ensuring that designs prepared by the EPC Contractor comply with applicable codes, standards, airport-systems requirements and performance criteria. The role supports the SPV in reviewing electrical and ICT/ELV deliverables, coordinating interfaces with other disciplines, and ensuring the terminal's power supply, networks and low-voltage systems are safe, resilient and fit for a world-class international airport through design development, build and opening (2030).

Key Responsibilities

  1. Electrical & ICT/ELV Design Review
  • Review electrical calculations, drawings, specifications, and technical documentation prepared by the EPC Contractor, covering HV/LV power distribution, standby/emergency power, lighting, and earthing/lightning protection.
  • Review ICT/ELV design deliverables covering structured cabling, data networks, telecommunications, CCTV, access control, public address, and other low-voltage systems.
  • Ensure compliance with international standards, local codes, airport/aviation regulations, and project performance requirements.
  1. Technical Oversight
  • Monitor electrical and ICT/ELV engineering solutions to ensure safety, resilience, redundancy, and maintainability.
  • Identify potential electrical and ICT/ELV-related risks and provide mitigation recommendations.
  • Oversee commissioning readiness of electrical and ICT/ELV systems, including testing and handover requirements.
  1. Interface Management
  • Coordinate electrical and ICT/ELV design interfaces with architectural, structural, MEP, and airport-systems disciplines (e.g. baggage handling, security, IT infrastructure).
  • Support resolution of technical design issues between the EPC Contractor, PMC, and specialist systems contractors.
  1. SPV Technical Support
  • Provide electrical and ICT/ELV engineering expertise to support the SPV's design review and approval process.
  • Participate in technical reviews, workshops, and design coordination meetings.
  • Review electrical- and ICT-related tenant and concession fit-out designs for compliance with base-building systems and capacity.
  1. Resilience & Future Capacity
  • Validate electrical power and ICT/ELV system capacity and resilience against passenger growth projections through to 2065.
  • Support planning for redundancy, cybersecurity considerations, and future technology integration within ICT/ELV systems.

Candidate Profile

Qualifications & Certifications

  • Bachelor's degree in Electrical Engineering, ICT/Telecommunications Engineering, Mechatronic or a related discipline (Master's preferred).
  • Professional accreditation or chartership (e.g. IET or equivalent) an advantage.

Experience

  • Minimum 12–15 years of experience in electrical and/or ICT/ELV engineering, including large-scale infrastructure or airport projects.
  • Strong knowledge of international electrical and ICT/ELV codes, standards, and airport-specific systems requirements.
  • Experience coordinating electrical and ICT/ELV design with architectural, structural, MEP, and specialist airport systems.
  • Experience working with EPC Contractors, PMC teams, and international design consultants.

Skills & Attributes

  • Rigorous, detail-oriented reviewer of electrical and ICT/ELV calculations, drawings, and technical documentation.
  • Credible technical partner able to work effectively with EPC Contractor, PMC, and shareholder technical teams.
  • Strong understanding of commissioning processes for power and low-voltage systems.
  • Fluent English required, Russian or Uzbek an advantage.

Success Measures (indicative)

  • Electrical and ICT/ELV deliverables reviewed and approved in line with project programme with no unresolved code-compliance issues.
  • Electrical and ICT/ELV risks identified early with effective mitigation measures implemented.
  • Electrical and ICT/ELV interfaces with architectural, structural, MEP and airport-systems disciplines coordinated without rework or delay.
  • Electrical and ICT/ELV systems commissioned and validated as fit for operation ahead of airport opening.
