What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. New hires are typically brought into the organization between $131,900.00 – $143,000.00/year.

Location & Schedule

The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and/or in the community several days a week. In this position you can expect to work on site, three (3) days a week at: Wellington E. Webb Building – 201 W Colfax Ave., Denver, CO 80202.

Please note: Downtown parking expenses are the responsibility of the employee. What You’ll Do

The Department of Finance ( DOF ) is responsible for the fiscal health of the City. The DOF leads fiscal analysis and guidance, budgeting, accounting functions, enforcement of fiscal policies, practices and procedures for the entire City and County of Denver. The DOF fulfills the state statutory responsibilities for tax assessment and collection. DOF also manages the City’s debt portfolio and investment portfolio. The DOF commits to delivering these services through a financial structure that reflects the best practices of both the public and private sectors. This commitment promotes better service, enhanced performance measures, maximum accountability, and improved business processes.

The Assessment Division locates, appraises, and records all of Denver’s real and personal properties in accordance with the Colorado Constitution, state statutes, and Board of Equalization procedures. The Assessor certifies valuations to all special tax districts and tracks values and annual tax increments within the City’s tax increment financing (TIF) districts. The division prepares and delivers the tax warrant to the Treasurer, maintains records on tax exemptions for seniors and other populations, generates value notices for all taxpayers, and processes written and in-person valuation protests and appeals.

Specifically, as the Assessment Operations Manager, you will

  • Provide strategic direction, daily supervision, and performance management for the Information Management, GIS, and Personal Property teams; set priorities, manage workloads, foster collaboration, and ensure consistent service quality.
  • Manage assessment data integrity across all systems; ensure accurate records, compliant workflows, and alignment with statutory requirements and IT standards.
  • Direct parcel mapping, address management, district boundary updates, and GIS data accuracy ; coordinate with internal and external partners on spatial data consistency and data requests.
  • Support the Personal Property team in filing intake, valuation workflows, compliance activities, and timely issuance of notices.
  • Lead end‑to‑end appeals processing for real and personal property; ensure accurate tracking, timely routing, documentation quality, and reporting on outcomes and trends.
  • Manage operational tasks supporting annual certification and abstract reporting, including data validation, parcel updates, exemption processing, and required deliverables to the state.
  • Identify workflow enhancements, lead modernization efforts, maintain/enhance standard operating procedures , while ensuring adherence to Colorado state statutes and county policies.

Required Minimum Qualifications

Education requirement: Bachelor's Degree in Business Administration or a related field based on a specific position(s).

Experience Requirement: Three (3) years of experience at the type and level of functional or operational management, which must have included management of professional individual contributors.

Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.

License/Certifications: None.
