National Consultant – Migration Preparedness Needs Assessment and Contingency Planning in Azerbaijan

SUMMARY OF THE JOB VACANCY : This consultancy with IOM Azerbaijan supports efforts to strengthen migration emergency preparedness in the country through the implementation of the "Strengthening Emergency Preparedness Capacities in Azerbaijan" project.

Under the overall guidance of the IOM Azerbaijan Head of Office and direct supervision of the Project Manager, the National Consultant will support the development of a gender-responsive Migration Emergency Preparedness Needs Assessment and a gender-sensitive Contingency Plan. Working closely with International Lead Consultants, the national consultant will provide technical, research, coordination, and stakeholder engagement support, including policy and desk reviews, stakeholder consultations, data collection and analysis, and contributions to the drafting, validation, and finalization of project outputs to ensure they reflect Azerbaijan's legal, institutional, and operational context.
