Senior Durable Solutions Assistant

Organizational Setting and Work Relationships

The Senior Durable Solutions Assistant reports to a Durable Solutions Associate or Officer.

The incumbent is relied upon to contribute to the implementation of a durable solutions strategy. Contributing to fostering an environment to enhance partnerships is a critical element of the work, as are activities designed to strength the involvement of refugee communities and their hosts in the design and implementation of solutions strategies.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties

  • Provide counselling to refugees and other persons of concern (POC) about their durable solutions needs.
  • Interview candidates for voluntary repatriation and prepare documentation for their return, in line with Voluntary Repatriation SOPs.
  • Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners, in line with Local Integration SOPs.
  • Participate in identifying resettlement needs of refugees, in line with Resettlement SOPs.
  • Assist in updating the electronic database for resettlement, voluntary repatriation and local integration, in line with Standard Operating Procedures.
  • Process documentation to ensure that POC receive the documents required for their durable solutions in a timely manner.
  • Prepare statistical and ad-hoc reports to ensure accurate information is available and shared with relevant offices and partners.
  • Interview and advise on the appropriate durable solution to be provided to POC.
  • Prepare documents relating to durable solutions.
  • Enter information into available database, in line with SOPs.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
  • Perform other related duties as required.

Operational Context

Indonesia has not yet acceded to either the 1951 Refugee Convention or its 1967 Protocol, nor to the 1954 or 1961 Statelessness Conventions. The country has yet to develop asylum legislation, and the government’s responses to refugees tend to be ad hoc and greatly reliant on the support of international organizations (primarily UNHCR and IOM.) In the absence of a legal framework and administrative arrangements, UNHCR undertakes refugee status determination (RSD) under its mandate and ensures access to fair and efficient asylum procedures for those arriving in Indonesia and seeking asylum, which is an important component of the process of facilitating the identification of durable solutions, including resettlement to a third country. The strategic use of resettlement as a durable solution for refugees in Indonesia is an important component in the implementation of the Bali Process Regional Cooperation Framework. convince

As of November 2021, the number of active persons of concern (PoCs) registered with UNHCR remains 13,175 (3,202 asylum-seekers and 9,973 refugees). Thus far in 2021, some 437 refugees have departed for resettlement while 1,734 refugees remain pending with States. Majority of the refugee population comes from Afghanistan (56%) followed by Somalia, Myanmar, Iraq and Sudan etc. In total 49 different nationalities are represented among the population under the protection of UNHCR in Indonesia.

The population is dispersed in various locations throughout the country; the majority of persons of concern are located in urban areas, mainly in Jakarta and surrounding areas, and a significant number are residing in IOM-run community accommodation projects in cities throughout the country.

Recognized refugees lack legal status in Indonesia and are often subject to prolonged detention, but they are allowed to remain temporarily in the country pending RSD and durable solutions. Recognized refugees are assisted by UNHCR and IOM and a limited number have access to community accommodation projects. The requested staff will assist UNHCR Indonesia in carrying out solutions related activities including resettlement case processing and voluntary repatriation.

The Senior Durable Solutions Assistant would be part of the UNHCR Indonesia Protection Unit comprising 43 staff (including international, national, and affiliate staff); the unit is headed by a Senior Protection Officer, and the Durable Solutions Section is led by a Durable Solutions Officer with the support of five Senior Durable Solutions Assistants and affiliated staff members.

Eligibility: Only for Internal & UNHCR Experience

Staff members holding an indefinite or fixed-term appointment who, at the date of the deadline for the application, are serving in the country operation of the vacancy at the grade of the position or one grade below or above, as well as any candidate serving at higher grades who fulfil the criteria for consideration on a preferred basis.
