Position Summary

The Chief Investment Officer (CIO) – Pension Funds is responsible for developing, implementing, and overseeing the investment strategy for pension fund assets to ensure the achievement of long-term funding objectives and fiduciary obligations. The CIO leads all investment activities, including asset allocation, portfolio construction, manager selection, risk management, and performance monitoring, while ensuring compliance with regulatory requirements and governance standards.

The role is critical in safeguarding beneficiaries' retirement assets and maximizing risk-adjusted returns to support the pension fund's long-term sustainability.

Key Responsibilities

Investment Strategy & Portfolio Management

  • Develop and execute the pension fund's long-term investment strategy.
  • Establish strategic and tactical asset allocation frameworks.
  • Oversee investment portfolios across public and private markets.
  • Ensure alignment between investment objectives, liabilities, and funding requirements.
  • Review and adjust investment strategies in response to changing market conditions.

Asset Allocation & Investment Oversight

Manage diversified portfolios including

Equities

Fixed Income

Real Estate

Infrastructure

Private Equity

Hedge Funds

Alternative Investments

Cash and Liquidity Investments

  • Optimize portfolio diversification and risk-adjusted returns.
  • Monitor portfolio performance against benchmarks and investment objectives.

Risk Management

  • Develop comprehensive investment risk management frameworks.
  • Monitor market, credit, liquidity, operational, and geopolitical risks.
  • Conduct stress testing and scenario analysis.
  • Ensure adherence to investment policies and risk tolerances.
  • Recommend portfolio adjustments to mitigate emerging risks.

Investment Manager Selection & Oversight

  • Lead due diligence and selection of external investment managers.
  • Monitor manager performance and compliance with mandates.
  • Conduct periodic manager reviews and contract negotiations.
  • Manage relationships with custodians, consultants, and investment service providers.

Pension Fund Sustainability

  • Support long-term funding and solvency objectives.
  • Work closely with actuaries to align investments with liability projections.
  • Assist in asset-liability management (ALM) strategies.
  • Ensure investments support pension obligations and future benefit payments.

Governance & Regulatory Compliance

  • Ensure compliance with pension regulations, investment laws, and fiduciary standards.
  • Present investment recommendations to the Board of Trustees and Investment Committee.
  • Maintain strong governance and internal control frameworks.
  • Ensure transparency and accountability in investment decision-making.

Financial & Performance Reporting

  • Prepare investment reports for executive leadership and trustees.
  • Present portfolio performance, market outlook, and risk assessments.
  • Monitor investment expenses and management fees.
  • Develop performance measurement and benchmarking methodologies.

Leadership & Team Management

  • Lead and mentor investment professionals and analysts.
  • Foster a high-performance investment culture.
  • Promote professional development and succession planning.
  • Build strong relationships with institutional investors and industry stakeholders.

Qualifications

Education

  • Bachelor's degree in Finance, Economics, Investments, Accounting, Mathematics, or related field.
  • Master's degree in Finance, Economics, Business Administration (MBA), or Investment Management preferred.

Professional Certifications

Preferred certifications include

Chartered Financial Analyst (CFA)

Chartered Alternative Investment Analyst (CAIA)

Financial Risk Manager (FRM)

Professional pension fund or actuarial qualifications are advantageous.

Experience

  • 15+ years of institutional investment management experience.
  • Significant experience managing large pension fund portfolios.
  • Proven track record in strategic asset allocation and portfolio management.
  • Experience presenting to Boards, Trustees, and Investment Committees.
  • Experience overseeing external managers and alternative investments.
  • Strong understanding of pension fund governance and fiduciary responsibilities.
