About The Role

The Department of Health and Human Services (DHHS) is seeking a SNAP Employment and Training Specialist. The Program Specialist supports the SNAP Next Step Employment & Training (SNAP E&T) Program by planning, coordinating, and evaluating day‑to‑day program operations under limited supervision. This position provides technical assistance to staff and service providers, develops and interprets program policies, conducts quality assurance activities, and ensures compliance with federal and state regulations.

The SNAP Employment and Training Specialist job duties include

  • Writing summaries of new federal regulations and policies based on federal direction, ensuring implementation of the direction, and monitoring continued compliance.
  • Responsible for responding to SNAP Policy Questions from eligibility workers and clients.
  • Working with the quality control, completing federal reports, and updating policy.
  • Support SNAP E&T program planning, implementation, compliance, and evaluation.
  • Provide technical assistance to staff and community partners.
  • Develop, interpret, and implement policies and procedures.
  • Conduct audits, quality assurance reviews, and improvement planning.
  • Strengthen SNAP E&T operations to help Nebraskans access employment pathways and achieve self‑sufficiency
  • Pay Rate: $24.862/hour
  • Work Schedule: M-F, 8am - 5pm
  • Position Location: Statewide, pending office availability

Requirements / Qualifications

Minimum Qualifications: Bachelor’s degree, or equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services or other program related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluation services, programs or operational policies and practices may substitute in lieu of the educational requirement.

Preferred Qualifications

  • Experience with workforce development, SNAP E&T, WIOA, VR, SCSEP, or similar employment and training programs
  • Strong knowledge of federal and state regulations related to human services or employment programs
  • Experience with case management systems (NEWorks, NFOCUS, or similar)
  • Skills in policy interpretation, program evaluation, auditing, and quality assurance
  • Strong communication, analytical, and organizational skills
  • Ability to build collaborative relationships with providers, partners, and community agencies

Other: Valid driver's license or the ability to provide independent authorized transportation.
