About The Role

Job Summary: The Construction Compliance Senior Associate is responsible for ensuring full compliance of the company’s renewable energy projects and operations with all applicable laws, rules, and regulations issued by government agencies, particularly the Department of Energy (DOE), Energy Regulatory Commission (ERC), Board of Investments (BOI), and Bureau of Customs (BOC). This role will lead regulatory filings, permits, incentives applications, and compliance monitoring to support project development, construction, and operations. Key Responsibilities: A. Department of Energy (DOE) Compliance Prepare, file, and monitor all DOE requirements including: Certificate of Endorsement (COE) / Certificate of Registration (COR)Renewable Energy Service Contracts (RESC) and amendments Project status reports, milestone reports, and compliance submissions Coordinate with DOE on project approvals, extensions, and compliance matters. Ensure compliance with DOE circulars, department orders, and renewable energy policies. Serve as the primary point of contact with DOE for all project-related regulatory concerns. B. Energy Regulatory Commission (ERC) Compliance Lead the preparation and filing of ERC applications and permits, including: Certificate of Compliance (COC)Provisional Authorities to Operate (PAO)Licenses to Sell Electricity Rate applications and tariff-related filings, if applicable Monitor compliance with ERC rules, resolutions, and circulars, including retail competition and open access regulations (e.g., RCOA, WESM, RES rules, etc.). Coordinate with legal counsel and technical teams on hearings, clarificatory submissions, and regulatory proceedings. Track ERC issuances and assess impact on company operations and projects. C. Board of Investments (BOI) Compliance and Incentives Management Lead the registration of projects with BOI under the Strategic Investment Priority Plan (SIPP) or applicable investment programs. Prepare and submit all BOI application documents, post-registration requirements, and annual reports. Ensure compliance with terms and conditions of BOI registration, including: Project timelines Investment and employment commitments Reporting obligations Coordinate with internal teams to support tax incentive availment and compliance. D. Bureau of Customs (BOC) and Importation Compliance Oversee compliance with BOC requirements related to importation of equipment, machinery, and materials for renewable energy projects. Manage applications for: Duty-free importation Tax exemptions Endorsements and clearances related to BOI and DOE incentives Coordinate with customs brokers, freight forwarders, and suppliers to ensure smooth importation and regulatory compliance. Resolve customs issues, holds, or disputes in coordination with BOC and other agencies. E. General Regulatory and Compliance Management Develop, implement, and maintain a regulatory compliance framework and calendar for all projects. Monitor changes in laws, regulations, and policies affecting renewable energy and advise management on implications and action plans Coordinate with project development, engineering, finance, and operations teams to ensure regulatory alignment across all project phases. Prepare management reports on regulatory status, risks, and compliance milestones. Maintain organized records of permits, licenses, approvals, and regulatory correspondence. Support due diligence activities for project financing, partnerships, and acquisitions. Pre-requisites: Bachelor’s degree in Law, Business Administration, Engineering, Economics, or a related field 3–5 years of experience in power plant operations, maintenance, or commissioning, with at least 3 years in a leadership or readiness role. At least 3–5 years of experience in regulatory compliance, government relations, or legal/regulatory roles Proven experience dealing with DOE, ERC, BOI, and/or BOC is strongly preferred Experience in the energy, power, or renewable energy sector is highly desirable Strong knowledge of Philippine energy regulations, renewable energy laws, and investment incentives Professional maturity in dealing with regulators and government agencies Are you ready to engineer a greener future?
