The main purpose of the Estimation (Civil) Manager role is to plan, coordinate, validate and integrate all necessary technical and non-technical contributions that support bid submissions in terms of the Civil & Architectural (C&A) scope of work; also develop high-quality estimates within bid plan timelines that include measurement and quantity take-offs, development of composite (labor, plant and materials) BoQ rates and market testing.

Corporate

  • Manage and conduct the affairs of the function with the highest standards of respect, integrity, accountability, agility, quality, safety and corporate governance
  • Manage the development of KSA national employees across the function to support corporate objectives, Saudization targets and lead the knowledge dissemination culture to ensure optimal building of internal capabilities and maximize their performance
  • Ensure compliance with Code of Ethics policy and adopting company values across all function’s employees and provide leadership to reinforce a strong people culture and ethical business practices
  • Enhance adoption and utilization of systems and ERP
  • Identify and track KPIs for the team and devise plans and initiatives for improvement
  • Strive to streamline and refine comprehensive policies, operational business processes systems and procedures
  • Provide leadership and guidance and monitor effective teamwork and cooperation with Finance, Human Resources, Commercial, Quality Health Safety Environment (QHSE), Communication, and Technical services functions

Functional

  • Manage the day-to-day responsibilities of the team in accordance with the company’s policies and procedures and meeting the approved budget
  • Oversee the documents control mechanism for all tender documents and ensure they are properly filed and indexed for future reference
  • Review and analyze the technical requirements of clients' tenders and examine their commercial aspects
  • Notify all related parties to amendments made to a tender
  • Manage drafting the “Management Committee” reports at different stages of the tender period for approval by the Tendering Director
  • Assist Tendering Director in contract negotiations with clients to maximize the benefits for the Company
  • Ensure BIM 5D cost integration from tendering stage
  • Review RFQ prepared by estimators in coordination with Procurement and Materials Manager
  • Draft and calculate risk items with the Risk Manager
  • Review relevant tender items with Supply Chain Management section head the Materials/Subcontract prices.
  • Investigate areas or opportunities of value engineering in coordination with the engineering department (if required)
  • Develop the most suitable sequence of operations for construction projects in addition to specifying the timing of the contracts
  • Review all Requests for Information (RFI's) prior to submission.
  • Agree on ESEC Direct Work Elements and Subcontract / Supply Packages, in collaboration with Tendering Director.
  • Ensure thorough Evaluation & comparison of Subcontract & Supplier quotations & production of Adjudication Summaries for Management review.
  • Ensure compliance and consistency (across the Department’s Staff) of Rate Build-Ups in accordance with ESEC data bank. Arrange updating this data bank on a regular basis.
  • Check Preliminary & General Items, in collaboration with Tendering Director.
  • Review final Tender Analysis/ Final Management Report /Top Sheet.
  • Prepare all documents for handover to Project Controls / Operations / Commercial Departments (Upon Award). Information to include Breakdown of Tender – Assumptions, Subcontractors, Suppliers, Risk / Opportunity Reports & Registers, BOQ’s, Correspondence & any other relevant information.
  • Bachelor's in civil engineering, Masters preferred
  • CCS Candy Experience is a must.
  • Minimum 15 years of relevant experience in Tendering in a comparable sized operation to ESEC
  • Experienced in tendering preparation process & procedures
  • Experience in the Middle East is a strong plus
  • Fluent in English and preferably Arabic language
  • Proficient in MS Office Suites
  • Proficiency in Estimating Software is a strong plus
