About The Role

Responsibilities

  • Lead and drive the Division's Quality, Health, Safety & Environment (QHSE) strategy, governance and Integrated Management System (ISO 9001, ISO 14001 & ISO 45001) across highway maintenance operations.
  • Champion a strong safety culture by implementing Behaviour-Based Safety (BBS), Visible Felt Leadership (VFL), safety campaigns and continuous improvement initiatives across operational teams and contractors.
  • Ensure compliance with statutory regulations, concession requirements, client specifications and corporate governance while providing strategic QHSE guidance to business operations.
  • Lead QHSE audits, inspections and compliance reviews, ensuring effective implementation and timely closure of corrective and preventive actions across all operational sites.
  • Oversee operational risk management, including hazard identification, HIRARC, incident investigations, emergency preparedness and Safe Systems of Work (SSOW) to minimise operational risks.
  • Monitor and analyse QHSE performance through key metrics, management reporting and trend analysis to drive operational excellence and continuous improvement.
  • Partner with clients, regulatory authorities, contractors and internal stakeholders while leading and developing a high-performing QHSE team to support business growth and operational excellence.

Requirements

  • Bachelor's Degree in Occupational Safety & Health, Environmental, Civil Engineering or a related discipline. Professional certifications (SHO, CePSWaM, CePSTPO, ISO Lead Auditor) are an added advantage.
  • Minimum 10 years' QHSE experience with at least 5 years in a leadership role within highway maintenance, infrastructure, construction or engineering services.
  • Strong knowledge of Malaysian OSH legislation, ISO 9001, ISO 14001, ISO 45001, risk management and incident investigation.
  • Proven experience leading QHSE audits, compliance, safety culture and operational risk management.
  • Strong leadership, stakeholder management, communication and problem-solving skills.
