Project Manager (Infrastructure) - Relocation to Libya

About The Role
We are looking for an experienced Project Manager to lead a large-scale 200-acre infrastructure project in Benghazi, Libya. This opportunity is ideal for Egypt-based Civil Engineers with extensive infrastructure experience who are ready to relocate and oversee project execution on-site.
The successful candidate will be responsible for managing the project from construction through completion, ensuring quality, safety, timelines, and budget objectives are achieved while coordinating with multidisciplinary teams and stakeholders.
Key Responsibilities
- Lead the execution of a large-scale infrastructure project from inception to completion.
- Manage day-to-day site operations and ensure project milestones are delivered on schedule.
- Review daily, weekly, and monthly progress reports.
- Oversee utility diversion activities and infrastructure construction works.
- Coordinate with consultants, contractors, subcontractors, and project stakeholders.
- Monitor project quality, safety, and compliance with engineering standards.
- Identify project risks and implement effective mitigation plans.
- Resolve technical and operational challenges efficiently.
- Ensure projects are delivered within scope, budget, and schedule.
- Provide leadership and mentorship to site teams with the potential to oversee multiple projects in the future.
Requirements
- Bachelor’s Degree in Civil Engineering.
- Master’s Degree in Civil Engineering is a plus.
- 15+ years of experience in infrastructure projects within engineering consultancy.
- Previous experience as a Resident Engineer or Project Manager.
- Strong hands-on experience managing large-scale infrastructure projects.
- Proven experience in utility diversion projects.
- PMP certification or equivalent is an advantage but not mandatory.
- Strong leadership, communication, and problem-solving skills.
- Willingness to relocate and reside full-time in Benghazi, Libya. (This role is not suitable for candidates seeking rotational or commuting arrangements.)
