[About the role]

We are looking for a Product Ops specialist to support STARS2.0's Phase 2 delivery squads and the parallel discovery into the platform law firms use to submit property transactions. This role sits at the intersection of business analysis and product delivery: you will analyse existing business processes, translate business and regulatory requirements into clear product requirements, and help the delivery squads avoid simply replicating STARS1's existing business rules where those rules can instead be rationalised and simplified.

This is a forward-deployed role: you will be embedded within the Singapore Land Authority (SLA), working day-to-day alongside Registration Officers, business stakeholders, and the engineers, designers and Product Managers across both Phase 2 squads.

You will be shared across both delivery squads and into the parallel discovery workstream, giving you visibility into how requirements and business logic connect across the whole programme rather than being scoped to a single team's backlog.

[What you will be working on]

About the programme

STARS2.0 is the programme to modernise STARS, Singapore's Land Titles Registry system, which has been in operation since 1993 and today manages approximately 2 million live titles. It is operationally critical infrastructure: it processes 500,000 property transactions a year and is the single source of truth by which the Government records and guarantees land ownership in Singapore.

STARS2.0 is not a standalone technology project. It sits at the centre of a wider Land Titles Registry transformation that extends beyond the registry itself - to the digital platform through which law firms submit property transactions, the Digital Conveyancing Portal, and adjacent systems. This role spans both the core registry modernisation and a parallel discovery into that wider ecosystem.

Business process analysis

You will analyse how STARS1's existing business processes and rules actually work today, identifying which are genuinely load-bearing regulatory logic and which are legacy implementation artefacts that can be simplified in STARS2.0. This is central to the programme's approach: STARS1's business rules were, in places, hardcoded for implementation convenience rather than reflecting the underlying regulation, and a key goal of STARS2.0 is to rationalise rather than replicate that logic.

Requirements translation

You will work with Registration Officers, policy stakeholders and Product Managers to translate business needs, operational realities and regulatory requirements into clear, actionable product requirements that engineering and design can build against. You will help ensure requirements are documented with enough precision that squads can build from defined criteria rather than discovering constraints mid-delivery.

Cross-squad and cross-track support

Because you sit across both Phase 2 squads and the parallel platform-discovery workstream, you will help surface where requirements, business rules or dependencies in one area affect another, so decisions are made with the full picture rather than in isolation.

[What we are looking for]

  • Experience in business analysis, business process re-engineering, or a similar requirements-focused role, ideally on enterprise, platform, or legacy-modernisation programmes
  • Ability to read and interpret complex, rules-heavy legacy business logic and distinguish genuine regulatory requirements from legacy implementation artefacts
  • An open, curious mind, with a genuine drive to spot inefficient processes and challenge them - whether through automation, AI, or simply better-designed workflows
  • Strong requirements-writing and documentation skills; comfort translating ambiguous stakeholder input into clear, buildable requirements
  • Comfort working across multiple concurrent workstreams and squads without losing rigour or consistency
  • Effective stakeholder communication, particularly with operational staff (Registration Officers) and policy owners
  • Basic technical literacy sufficient to work effectively with engineers on how requirements translate into system design.

Nice to have

  • Familiarity with vibe coding or similar AI-assisted prototyping approaches
  • Experience with business rules rationalisation or legacy system modernisation
  • Government or public-sector experience, particularly in regulatory or licensing domains
  • Domain knowledge in land administration, conveyancing, or legal/regulatory systems
  • Familiarity with agile delivery practices and working within cross-functional squad
