Salary: PM-05 $109,394.84 - $128,378.77 per year

Help drive the City of Kenora’s continued advancement by joining our team as a Municipal Engineer. In this leadership role, you will guide the City’s engineering review for site plan control and development agreements, working closely with developers, consultants, external agencies, and municipal staff to evaluate, coordinate, and advance development proposals. You will help shape Kenora’s future by strengthening development standards, supporting sound infrastructure decisions, and contributing to long-term infrastructure planning that responds to the city’s evolving needs.

We are seeking a proactive and collaborative professional who can provide clear technical leadership, anticipate challenges, analyze complex development issues, and deliver thoughtful solutions with a high degree of professionalism and discretion.

Primary Responsibilities

• Lead the engineering review and coordination of site plan control applications and related planning and development submissions.
• Provide leadership in establishing engineering requirements, conditions, securities, and final technical approvals for site plan control and development agreements.
• Assess and establish security requirements for municipal permits and development applications.
• Lead or support the drafting, negotiation, administration, and implementation of municipal, site plan, servicing, and development agreements.
• Act as a key technical liaison with developers, consultants, external agencies, and internal departments throughout application review, agreement preparation, design, construction, and assumption phases.
• Lead or participate in the development of municipal infrastructure strategies and capital projects to support projected growth.
• Provide technical insight to prioritize municipal capital investments.
• Respond professionally and promptly to public inquiries about municipal projects and infrastructure developments.
• Conduct on-site inspections as required to ensure projects meet municipal standards and compliance.
• Contribute to the review, creation, and revision of bylaws, policies, and municipal standards.
• Ensure site plan and development proposals comply with City regulations, approved drawings, agreements, policies, and construction requirements.
• Monitor development-related project progress and provide interim, final, and assumption approvals as required under applicable agreements.
• Define infrastructure requirements for easement or servicing agreements as part of land development.
• Evaluate alternative technical and engineering options to address servicing issues while meeting municipal objectives.

Qualifications

• University degree in Civil Engineering or related field.
• Licensed Professional Engineer in Canada (P. Eng.); out-of-province candidates must be eligible for licensure through Professional Engineers Ontario.
• Minimum of five (5) years’ relevant experience in municipal engineering, land development review, site plan control, development agreements, and/or infrastructure projects.
• At least two (2) years’ experience leading or coordinating development approvals, project delivery, agreement administration, or contract management, ideally within the municipal sector.
• Valid Ontario Class 'G' driver’s license and access to reliable transportation.
• Solid knowledge of civil engineering practices, municipal servicing standards, site plan control, development agreements, municipal project management, and development review processes.
• Proficient with Microsoft Office, Bluebeam, AutoCAD, Civil 3D, and ESRI GIS software.
• Demonstrated ability to work effectively independently and in a team environment.
• Comprehensive knowledge of relevant legislation and guidance documents including the Planning Act, Municipal Act, Ontario Water Resources Act, Safe Drinking Water Act, Ontario Building Code, Ontario Stormwater Management Planning and Design Manual, TAC Traffic Impact Study Guidelines, MECP Design Guidelines for Drinking Water Systems, MECP Design Guidelines for Sewage Works, and Ontario Provincial Standards.
• Ability to manage confidential or sensitive matters discreetly and professionally.
• Strong leadership, analytical, problem-solving, negotiation, and decision-making skills.
• Excellent verbal and written communication skills and the ability to engage effectively with staff, stakeholders, and the public.
